About the Role
Culmen International is actively recruiting a Sr. Planning SME. The Sr. Planning SME shall provide analytical, technical, and administrative support for day-to-day activities to include CWMD planning and operational expertise, organizational policy and planning development and project/program support, technical support specific to each of the CCMD's respective regions, to include information, advice, alternative analysis, exercise support, evaluations, and recommendations.
What You'll Do in Your New Role
Role
Provide joint planning support for campaign and contingency plans, including: countering WMD; counter proliferation; pathway defeat; nuclear deterrence and employment; and theater conventional nuclear integration/conventional support to nuclear operations methodologies and related expertise to the CCMDs, the Joint Staff (JS), and other DoD Components.
- Review and assess national and DoD guidance (e.g., National Security Strategy (NSS), National Defense Strategy (NDS), National Military Strategy (NMS), Contingency Planning Guidance (CPG), Joint Strategic Capabilities Plan (JSCP), Nuclear Weapons Employment Policy (NUWEP), etc.) to ensure policy integration into DTRA strategy, supporting plans, and procedures.
- Advise and assist in development of DTRA internal plans, supporting and implementation plans to Office of the Secretary of Defense (OSD), CCMDs, and JS priority strategies and plans, and to the Agency strategy.
- Provide support to the Agency Strategic Resourcing Process, including technical analysis to identify Risk-Mediated Objectives and advise on gap analysis and prioritization process to inform strategic alignment of Agency programs and activities.
- Support development, review, and revision, of DoD CWMD and other related doctrine. Support Chairman of the Joint Chiefs of Staff tier 1 exercise planning, scripting, and execution focusing on the inclusion of CWMD realism in the exercise and scenarios.
- Support development, review, revision, assessment of DoD global and functional campaign plans, and other strategic guidance, as they relate to DTRA mission, roles, and responsibilities.
- Apply expertise with planning support and assessments to a CWMD operations plan (OPLAN), regional expertise in a theater, working groups, and problem solving.
- Confers with managers to obtain additional information or to interpret policies and procedures related to change requirements.
Required Qualifications
- Familiarity with U.S. Government and international efforts to counteract and deter weapons of mass destruction (WMD) and emerging global threats.
- Understanding of Department of Defense (DoD) strategic guidance and relevant documentation.
- Proficiency in coordinating and achieving consensus across various organizations and directorates.
- Strong background in analytical, technical, or administrative support related to CWMD/CBRNE/Consequence Management or other DoD-related missions preferred.
- DTRA Experience Preferred
- Knowledge in Countering Weapons of Mass Destruction (CWMD), including planning support and assessments to more effectively synchronize DTRA's CWMD mission.
- Active TS / SCI Government Clearance.
- Bachelor's Degree in related field.
