PEMEX Deer Park is a highly complex refinery located 18 miles east of Houston in Deer Park, TX. It is part of the Pemex group, a fully integrated oil company in the Americas, working across the entire value chain: exploration, production, industrial processing/refining, logistics, and marketing. The refinery’s rated capacity is 340,000 barrels per day and has the feed flexibility to process multiple grades of crudes to produce the high-quality transportation fuels the world needs. The Pemex site is co-located with other 3rd party chemical facilities, allowing for further integration and optimization of the refinery and its products. As the Turnaround Cost Engineer, you will support developing, implementing, and operating a comprehensive shutdown, turnaround, and outage (STO) cost control system. This includes cost tracking and forecasting activities, performance management and reporting, and the integration of cost inputs from internal and third-party sources into the overall cost engineering process.

 

You will also develop and maintain STO estimates/budgets, forecasts, trends/changes, progress measurement, reports, invoice support, review, and analysis, as well as provide support and assistance to the Turnaround Event Manager.

 

To be successful as the TAR Cost Engineer, you should have:        

  • Bachelor’s degree in relevant technical or business discipline preferred (or equivalent industry experience with 10+ years in STO cost control, particularly with Owner/Operator).
  • Proven expertise in cost estimation and budgeting with a high degree of accuracy, including advanced proficiency in Excel (complex formulas, PivotTables, cost curves) and familiarity with SAP, Primavera P6, and MS Office Suite.
  • Solid communication and teamwork skills, with the ability to produce high-quality reports and presentations and collaborate effectively with internal and external stakeholders.
  • Demonstrated experience managing multiple projects in a deadline-driven environment, with a robust organizational skill set for maintaining detailed documentation.
  • Knowledge of project/STO risk management and analysis to support effective business solutions and decision-making across multifunctional teams.

 

Your responsibilities as the Turnaround Cost Engineer will include:

  • Develop and manage STO cost deliverables. Prepare, track, and maintain budgets, estimates, commitments, and the Value of work done (VOWD) for turnaround projects.
  • Analyze and communicate cost variances. Collaborate with Event Leads and Project Controls to monitor and explain cost updates and variances, providing insights on TAR performance impact on total forecasted costs.
  • Maintain accurate cost forecasting. Work with Turnaround Engineers and planners to maintain current and multi-year STO cost forecasts, incorporating updates on progress, changes, and long-range planning.
  • Oversee contractor cost management and reporting. Ensure contractors follow contractual requirements for cost management, including reviewing invoices, allocating costs, and maintaining the Work Breakdown Structure (WBS).
  • Support change control and governance. Manage change control processes, document budget changes, and assist in governance cycles, including Authorization for Expenditures (AFEs), to ensure transparency and control of project finances.
