The Control of Work Manager is responsible for the management, implementation, and continuous improvement of control of work (CoW) policies across the Americas region. This role ensures that health, safety, and environmental standards are embedded in all operational and project activities, including capital expenditure (CAPEX) and operational expenditure (OPEX) projects. Collaborating closely with regional and global teams, this role provides expert guidance on safe work practices, risk management, and compliance to support both project and operational success. Key Responsibilities: Control of Works Management: Develop, implement, and manage Control of Works (CoW) policies and procedures across all Americas sites, ensuring alignment with corporate HSE standards and regional regulatory requirements. Oversee permit-to-work systems, contractor management, and high-risk work controls (e.g., confined spaces, hot works, working at height, electrical isolation). Conduct regular audits and inspections to ensure CoW compliance, identifying areas for continuous improvement. HSE Leadership and Compliance: Support project teams in risk assessments, method statements, and safety plans, ensuring effective hazard identification and risk mitigation. Ensure compliance with local, state, and federal HSE regulations, standards, and best practices, coordinating with the Americas HSE team. Stakeholder Collaboration and Training: Collaborate with regional and global teams, including other CoW leads, HSE managers, project managers, and contractors, to standardize and enhance control of works processes. Provide guidance and training to internal teams and contractors on CoW policies, procedures, and HSE best practices. Facilitate workshops, toolbox talks, and site inductions to foster a strong safety and compliance culture. Project Oversight and Support: Oversee CAPEX and OPEX projects from an HSE perspective, including installations, renovations, and upgrades, ensuring safe work practices are embedded throughout the project lifecycle. Monitor project HSE performance, reviewing risk assessments and safety documentation to ensure effective controls are in place. Act as the main HSE contact in project planning meetings, status reviews, and post-project evaluations. Incident Management and Continuous Improvement: Lead investigations into incidents, near-misses, and non-compliance related to control of works, identifying root causes and recommending corrective actions. Implement a lessons-learned process to drive improvements in CoW practices based on insights from incidents and audits. Provide regular reports and analysis on CoW performance, incident trends, and safety initiatives to senior leadership. Required Skills & Experience: Bachelor's Degree in a related area or equivalent combination of education and relevant field experience. Practical working knowledge of Health and Safety tools and techniques, ideally within a facilities management environment. Working knowledge of relevant current legislation Strong understanding of control of works systems, including permit-to-work, risk assessment, contractor management, and high-risk work controls. Excellent communication, leadership, and organizational skills, with the ability to influence stakeholders and drive safety improvements across a wide variety of sites. Collaboration: Ability to work effectively across regions and functions, building strong relationships with internal teams and external contractors. Problem-Solving: Strong analytical skills to identify risks, investigate incidents, and recommend improvements to CoW processes. Leadership: Ability to promote a culture of safety and ensure teams are motivated to comply with CoW policies and HSE standards. Additional Information: Travel: Willingness to travel within the Americas region as required to support site audits, project reviews, and training sessions. Working Hours: Flexibility to work across different time zones within the Americas region. |
