Title: Business Delivery Liaison $90,000 - $135,000 / Posted Thru: 1-15-25 Funded Thru: 11-30-27 Location: Hybrid - Lansing, MI Office - 2 Days Per Week Must Live and Work in Michigan Purpose: This position will function as a Business Delivery Liaison (BDL) to MDHHS Administrations, other State agencies and outside organizations and ensures the delivery of projects and services within multiple program areas. The Business Delivery Liaison is the primary Strategic Integration Administration (SIA) contact for MDHHS administrations, business program owners, DTMB, budget/financial resources, vendor partners and both operational and strategic integration touch points. The BDL ensures projects and activities are delivered in a consistent and efficient manner, are on-time and within budget, are prioritized based on each business owner's needs and are aligned with the strategic priorities of MDHHS.
Duties and Responsibilities:
- Enhance the capacity and effectiveness of public health systems, policies, and processes at the local and state level.
- Assist in the improvement to data access and connections between siloed systems to enhance how public health assesses upstream determinants of health.
- Evaluate the impact of policies and make policy recommendations in support of achieving greater health equity in Michigan.
- Improve how public health shares data with key external partners to ensure streamlined access to operationally critical data.
- Identify and build partnerships among government agencies, community organizations and other key partners to improve coordination and collaboration in public health efforts.
- Create better, more systematic data sharing interfaces with key external partners.
- Identify evidence-based strategies to address public health challenges.
- Implement initiatives that prioritize the needs of populations disproportionately affected by systemic barriers.
- Connect data across public health and other state government systems such that systemic, institutionalized barriers and their impacts can be described for public health policy recommendations and intervention.
- Create a demonstrated business link between each MDHHS program area, DTMB, Vendors and other State of Michigan Departments.
- Direct activities for the implementation of MDHHS administrations project, activities, and policies.
- Serve as the key escalation point of contact for MDHHS business owners and administrations.
- Confer with legislators, governor's aides, special interest groups, and other stakeholders and the appropriate administrations within MDHHS, DTMB and vendor partners to ensure successful implementation of projects.
- Review progress and activity reports to assess effectiveness of operations and determine need for improvement.
- Set, monitor, and adjust program business priorities and project request planning.
- Facilitate assignment/allotment of resources accordingly.
- Prepare and provide reports and information to MDHHS Administrations requiring project decisions related to business issues.
- Communicate project status to MDHHS staff, management, and MDHHS Executive Leadership including department bureau administrators and deputy directors.
- Proactively manage conflict and provide resolution to business issues as necessary, avoiding escalation to executive leadership.
- Prepare and implement processes and goals related to the delivery of projects, to meet the needs of MDHHS administrations.
- Communicate with key stakeholders on project viability and to secure continuous organizational support.
- Ensure each project has a defined scope, budget, and schedule.
- Develop content and materials for advanced planning documents.
- Ensure all projects and activities are delivered on-time, within scope and on budget.
- Develop criteria and measure the effectiveness of projects and IT systems within each program area.
- Participate in the design, implementation, and evaluation of program area systems.
- Recommend changes that will create efficiencies and align with the overall MDHHS vision and strategies.
- Ensure each project is in alignment with MDHHS Strategic goals.
- Review and make recommendations on modifications to project scope and implementation dates.
- Negotiate major changes to internal agreements, including applicable parts of Service Level Agreements.
- Participate in product planning processes by managing priorities, usability enhancements, project timelines, dependencies, and critical paths, and assisting in solution rollout and training to end users.
- Assist staff in setting, monitoring, and adjusting program processes to ensure timely and effective project delivery.
- Provide executive leadership communication and updates via multiple channels including verbal, written and presentations
- Work closely with other Business Delivery Liaisons, DTMB staff and MDHHS administrations in reviewing key strategic initiatives.
- Work closely with all administrations, bureaus, and divisions within MDHHS as it relates to implementing projects related to infrastructure technology enhancements in alignment with the overall department's strategic vision.
- Support all DTMB Agency Services, Procurement and EPMO policy and procedures.
- Monitor program operations and identifies and reports potential and actual problem areas to the MDHHS administrations.
- Review drafted legislation, federal guidelines, and other pertinent sources to keep abreast of general developments and emergent issues related to the program areas.
- Understand key business functions and activities of the program area and administration.
- Provide communication updates and information to executive leadership, DTMB, vendor partners and other state agencies.
- Always represent the best interests of MDHHS and MPHI.

Qualifications/Requirements:
Education: A bachelor's degree is required. Candidates with education and experience in a similar role, equivalent to a bachelor's degree will be considered on an individual basis. Experience: Four (4) years of professional experience, scoping of projects, project coordination, strategic planning, reporting, data analysis and executive level communication experience is required. Experience working in a state government setting and leading cross-agency efforts working with senior officials is preferred. Previous experience in Public Health initiatives preferred. Work Environment and Physical Requirements: May require limited in-state travel.
