The Road to Resiliency (RTR) Program Supervisor provides leadership, oversight and vision for the work of the affiliate program. The Supervisor is directly responsible for directing, coordinating, supporting, and evaluating the on-the-job performance of RTR Care Navigators. The RTR Program Supervisor supports clients in the priority population (pregnant individuals with known histories of substance use, pregnant individuals with current substance use, and parents of substance-exposed infants).

The RTR Supervisor directs and supervises of the staff responsible for conducting client visits, completing assessments, processing data entry, fostering collaborative efforts among health service providers, community-based organizations, and county or Tribes and tribal organizations (child welfare, public health, and behavioral health), while providing education and support of services per RTR and California Department of Social Services (CDSS) and Office of Child Abuse Prevention (OCAP) requirements.

Essential Duties and Responsibilities

Under the guidance and supervision of the Clinical Program Manager, the RTR Supervisor will be responsible for the following:

Supervision (50%), Program Oversite and Reporting (30%), Funder and Affiliate Meetings (10%), and Participant Outreach and Intake (10%)

Job Specifications

Minimum Required:

  • Education: Bachelor's Degree required in Child Development, Early Childhood Education, Human Development, Social Work, or Psychology.
  • Experience:
    • Minimum of five years of experience in early childhood education/child development/working with families.
    • Honor confidentiality & familiarity with HIPAA compliance.
  • Travel: Staff may choose any mode of transportation (driving, walking, bicycling, carpooling, etc) to arrive to and depart from the location where attendance is required. Should a staff member choose to drive, the staff member must become an approved driver with CCRC prior to driving on behalf of CCRC. Approved drivers driving on behalf of CCRC may choose to drive a CCRC vehicle or own vehicle and must meet requirements to be an approved driver including holding and maintaining current auto insurance, current California Driver's License and receiving DMV clearance.
    • Travel required between CCRC Offices: San Bernadino County, San Fernando Valley, Antelope Valley, and other areas within San Bernadino County.
  • Background and Health Clearance Requirements:
    • Criminal Records (e.g. Livescan Fingerprinting), Child Abuse Index Check, Sexual Offender Registry, Health and Tuberculosis (TB) test clearances required.
    • Valid California Driver's License, reliable vehicle, automobile insurance, and a clean driving record that will be substantiated by DMV records required.
  • Bilingual preferred.
    • Ability to converse, write and translate in English and Spanish.

Background check required. As a grant-funded Agency supporting Children and Family Services, CCRC conducts background checks commensurate with the role to verify candidate qualifications (criminal history, employment history / experience, education, reference checks) and ensure grant compliance. Specific roles may have additional verification / clearance to the standard background check as part of the recruitment and selection process, including:

Live Scan Clearance / DOJ Fingerprinting: For positions working directly with the public in a child/ community care or child / community care adjacent setting (CA Health and Safety Code Section 1596.871 and/or Head Start Program Performance Standards 1302.90).

Health Clearance: For positions working directly with the public in a child/ community care or child / community care adjacent setting or working with "at risk" populations, CA Code of Regulations Title 22, *101216, CA Health and Safety Code 1596.7995, and/or Head Start Program Performance Standards 1302.93)

MVR / DMV clearance in accordance with CCRC's liability insurance provisions: For positions where driving is required.

Child Development Permit: For positions working in an educational capacity (California Education Code Sections 44242.5, 44340, and 44341)

CPR / Pediatric CPR certification: For certain identified positions working directly with the public in a child/ community care or child / community care adjacent setting (CA Health & Safety Code 1596.865 - 1596.866)

Federal Debarment Checks: For positions acting in a principal capacity to federal funds (Head Start Program Performance Standards 1304.11, Code of Federal Regulations Title 2 Grants and Agreements 2.180.320 and 2.180.995)

We have doubled in size over the past 10 years. We provide child development and early education, workforce development opportunities, child care financial assistance, Head Start preschool and Early Head Start services and more for close to 50,000 parents, children, and child care providers each month in Northern Los Angeles County, including Antelope Valley, and the entirety of San Bernardino County, including an office in Victorville, serving a total geographic area of 22,500 square miles.
