Jefferson Health -Thomas Jefferson University Hospitals is currently recruiting for the combined position of Chief Medical and Quality Officer (CMO/CQO) to serve as a key clinical leader across 3 hospitals (800+ beds) including a 632 beds academic medical center providing Level 1 trauma services, complex quaternary care and training programs for over 970 residents and fellows with over 600 employed and aligned physicians. Reporting to Jefferson's Central Region Chief Clinical Officer (CCO), the CMO/CQO is an integral member of the TJUH hospitals leadership team providing oversight and leadership on Medical Staff Activities & Affairs, Regulatory Affairs, Quality and Safety, and Clinical Development and Operations. The CMO/CQO works closely with the Chief Nursing Officer (CNO) and Chief Operating Officer (COO) and serves as a representative for the physicians and patients to external audiences within the medical and regulatory community.

Job Description

Major Responsibilities:

  • Engage and empower physicians, physician leaders and clinical stakeholders to drive improvements that align with Jefferson Health's mission, vision, values and organizational goals.
  • Drive outcomes related to Clinical Documentation Improvement, Accreditation & Clinical Compliance, Patient to inform and monitor provider understanding of Safety & Risk Management, Quality Performance & Improvement, and Infection Prevention & Control, length of stay, operational throughput and service denials.
  • Partner with TJUH hospitals operational leaders to remove barriers to execution, escalate key decisions as appropriate, and provide resources to enable service delivery.
  • Lead the quality and safety team toward the goal of creating a high reliability organization with a focus on patient centered care and oversee quality programs and the development of systems to improve the integration of care across the clinical continuum, including processes that emphasize teamwork, measurement, and accountability.
  • Develop healthcare quality and patient safety improvement strategies and initiatives and manage the performance of quality and safety standards/metrics at TJUH hospitals, ensuring consistency and continuity, assisting the organization to drive to zero variability.
  • Participate in regular structured meetings with physicians, physician leadership and administrative leadership.
  • By partnering closely with the regulatory team, ensure successful outcomes on all government/outside/accreditation audits including the development, maintenance and communication of policies and procedures relevant to operations, quality and safety.
  • Partner with the Jefferson Central Region CCO and broader Jefferson CMO community to address issues at a systems level and ensure alignment, reliability and best practices across all regions.
  • Serve as a lead clinical resource and consultant for operational teams partnering with multidisciplinary teams including hospital leadership, medical directors, department leaders, case management and practice administrators, to support health system goals and achieve efficient clinical operations, consistent adherence to practice standards, superior clinical outcomes, and unparalleled patient experience.
  • Champion and drive quality and safety by providing leadership and guidance in the development of data-driven and evidence-based accountability systems and scorecards; links individual, organizational, regional, and enterprise-wide goals and objectives related to quality, safety, and effective care management with outcomes to drive continuous improvement. This includes leading improvements in clinical outcomes, clinical process measures, clinical resource utilization, patient-centered care coordination, patient experience and overall value of care through the use of evidence-based guidelines, criteria and other clinical tools to reduce variation in clinical practice and to optimize clinical outcomes.
  • Provide oversight and executive sponsorship of patient safety improvement plans and proactive risk identification and risk reduction. Identify opportunities for improvement, prioritize risk and impact, make recommendations to drive rapid improvement, and monitor services to ensure that safety/regulatory actions are implemented to obtain the desired results.
  • Model interactions with colleagues, patients, visitors, and other staff in a manner consistent with the values of Jefferson and its Code of Conduct. In addition, manage professionalism concerns among staff per policy.

Key Qualifications & Experiences

  • Doctor of Medicine of Doctor of Osteopathy degree from an accredited and approved school of medicine; Board-certified physician with current state license of unencumbered eligibility (not excluded by the OIG) for license issued by the Commonwealth of Pennsylvania
  • Experience and/or training in healthcare administration; advanced degree/certification in business, medical management, or similar field (MBA, MMM, MHA, MHCM, etc.) is preferred; CPHQ also preferred.
  • Strong analytical skills and experience in budgetary and operational management.
  • Extensive clinical and management experience with at least seven (7) years in senior leadership roles and prior CMO and/or CQO experience.
  • Financial acumen and extensive knowledge of hospital and clinical department operations, medical staff relations and regulatory requirements and reporting
  • Demonstrated success advancing clinical, operational, quality and safety outcomes in a highly matrixed complex environment.
  • Extensive knowledge of contemporary methods of clinical quality measurement and improvement, including previous experience in leveraging electronic medical record systems and contemporary methods of clinical quality measurement and improvement.
  • Experience in conflict resolution, problem solving, negotiation, and team building including the ability to set and maintain high standards of performance, hold people accountable for achieving deliverable metrics, encourage team participation, and motivate others through a shared vision
  • Eligible for rank of Professor of Associate Professor and academic appointment
