Job Description

The Assistant Director will play a key role in supporting the Director's leadership in the management, direction, and strategic vision for planning and construction operations at the University of Missouri - Kansas City (UMKC). This position will involve collaborating with various departments and stakeholders to reinforce the successful execution of construction projects, adherence to budget and timelines, and alignment with the university's long-term goals.

The Assistant Director of Planning, Design, and Construction will report directly to the Director of Planning, Design, and Construction. This position will ensure project schedule milestones are established and met for all construction projects, and the position will provide operational level support for capital construction projects and act as the owner's representative for capital projects assigned. The Assistant Director will develop and oversee processes for establishing construction project schedules, risk management plans, cost performance reports, and project priorities. The position will be the subject matter expert for construction management and ensure projects are compliant with department and university policies and procedures.

  • Acts as the "owner's representative" on campus construction projects, including interpreting, administering, and enforcing contracts during the construction phase.
  • Performs assignments and responsibilities of varying degrees of complexity and diversity.
  • Works within broad guidelines and policies, providing input to policy development and improvement as requested.
  • Evaluates information/data from field sites to review project status.
  • Performs quality assurance for construction projects and reviews safety practices.
  • Solves complex problems and analyses.
  • Analyzes project feasibility and design studies relative to needs and budget, space needs, layout and arrangement, selecting materials and the more specific design of construction systems and details.
  • Impacts a range of customer, operational, project or service activities within own team and other related teams.
  • Explains difficult or sensitive information with a goal to build consensus.
  • Maintain relationships with contractors.
  • Plan, schedule, or coordinate construction project activities to meet deadlines using capital planning and construction management software such as Unity Construct (formerly known as e-Builder) or Microsoft Project; develop master construction schedule, lookahead reports, and variance reports for reporting to university administration; ensure schedules and milestones. The UM System uses Trimble Unity Construct for Bidding, Contract Management, and Project Management.
  • Oversee risk management for construction projects; identify financial, schedule, or scope risks that the organization may face; prepare risk responses and action plans to decrease risk factors.
  • Coordinate the planning, management and implementation of operational policies, procedures, and recommendations for construction services at UMKC.
  • Implement short and long-range departmental goals, objectives, polices, and operating procedures; monitor and evaluate programmatic and operational effectiveness, and effect changes required for improvement.
  • Mentor and train the project management and construction staff to prepare and submit comprehensive budget estimates, project status update reports, and cost tracking reports.
  • Confer with departmental personnel, owners, contractors, or design professionals to discuss and resolve matters such as work procedures, complaints, or construction issues.
  • Work collaboratively with University of Missouri's System Facilities Planning and Development office to develop systemwide protocols and procedures and ensure compliance with System policies and procedures.
  • Ensure compliance with University, state, federal and local regulatory requirements, as well as environmental impact issues. Assess safety compliance needs pertaining to the campus' physical assets.
  • Inspect or review projects to monitor compliance with building and safety codes or other regulations.
  • Study job specifications to determine appropriate construction methods.
  • Develop and implement quality control programs.
  • Implement new or modified plans in response to delays, bad weather, or construction site emergencies.
  • Interpret and explain plans and contract terms to representatives of the owner, including administrative staff, construction project managers, or clients.
  • Perform, or contract others to perform, pre-building assessments, such as conceptual cost estimating, rough order of magnitude estimating, feasibility, or energy efficiency, environmental, and sustainability assessments.
  • Other duties as assigned.

Key Position Responsibilities for Assistant Director

  • Assist the Director of Planning, Design, and Construction with staff support and supervision, client relations and ongoing collaborations as needed.
  • Work with internal clients (Vice Chancellors, Deans, Dept. Chairs, Faculty and Staff) to assess current space utilization and determine future space needs.
  • Develop strategic facility planning documents including, but not limited to floor plans, site plans, spreadsheets, studies and reports.
  • Assist with conceptual space programming efforts for building renovation and new construction projects.
  • Prepare space related reports, charts, graphs, & drawings for both internal and external clients.
  • Analyze, interpret and synthesize information from space data files and communicate findings for administrative decision making and planning.
  • Provide conceptual space planning solutions to include:
  • Collaborate and coordinate with in-house and consultant architects, interior designers, engineers, project managers and construction managers.
Minimum Qualifications

  • Bachelor's degree or an equivalent combination of education and experience.
  • Minimum of 5 years of experience from which comparable knowledge and skills are acquired as necessary.
Preferred Qualifications

  • PMP certification
  • Professional registration in Architecture, Interior Architecture or Engineering
  • 7 to 10 years of experience in all phases of construction is necessary, including working knowledge of building codes, regulations, and standards. Previous experience as a construction project manager.
  • Higher education experience in facilities capital & space planning, design, and construction
  • Supervisory, and experience in mentoring and training others

Knowledge, Skills & Abilities

Comprehensive computer knowledge and understanding of AutoCAD or similar computer-aided design and software application, Microsoft Office programs (Word, Excel, PowerPoint etc.), basic understanding of the International Building Code and the Americans with Disabilities Act Standards for Accessible Design, project management, organizational skills and communication skills.

Anticipated Hiring Range

This is a full-time (100% FTE), benefit eligible, salaried (exempt) position. Anticipated starting salary from $93,000 to $100,000 per year commensurate with education, experience, and internal equity.
