Executive Service OEI Evidence Coordinator Finance and Administration Office of Evidence and Impact (OEI) Nashville TN Salary: $6,479.00 - $8,370.00 Closing Date: 01/20/2025 This position is designed as hybridWho we are and what we do: The mission of the Office of Evidence and Impact (OEI) is to use data to inform decision makers to ensure we invest in programs that work for Tennesseans. We do this by building a better understanding of what programs the state is investing in, the type of evidence associated with those investments, and the ways in which the state can enhance its data systems to speak to program implementation and outcomes. The evidence coordinator works to execute OEI's strategies and work plans within evidence-based budgeting and the state's program inventory. Key Responsibilities: Below is a list of responsibilities that while not comprehensive provides an overview of the duties of the Evidence Coordinator within the Office of Evidence and Impact: 1. Train and support departments to maintain program inventories, which includes identifying programs, collecting necessary data, evaluating and improving performance measures, and determining levels of evidence of effectiveness. 2. Train agencies to submit robust cost increase requests and proposed base budget reductions and create new resources and job aids for this effort, as needed. 3. Working alongside budget coordinators and analysts, review cost increase requests and proposed base budget reductions from agencies, determine the level of data and evidence tied to each proposal, and produce reports and other resources for use in the creation of the governor's budget. 4. Support the creation or maintenance of interactive tools that help leaders understand programmatic performance trends, the extent to which programs are supported by data and research, and to identify key questions for planning future budgets. 5. Deliver targeted training to departments based on differentiated needs, such as evidence-based grant making, selecting evidence-based program models for new programs, and using cost/benefit models. 6. Assist departments in identifying programs that are ideal for targeted evaluation and potential resources needed to run a thorough program analysis. 7. Support, as needed, OEI enterprise data analytics and evaluation efforts. 8. Plan and complete other special projects that promote evidence-based policymaking and budgeting across the enterprise, as requested. Minimum Qualifications: The candidate should have at least a bachelor's degree with preference toward individuals with a master's degree and at least five years of work experience. In addition, the candidate should possess the following qualifications: 1. Great interpersonal skills; experience in a coaching or technical assistance role preferred. 2. Knowledge of evidence-based programs or practices in a social policy area (e.g., child welfare, adult criminal justice, education, or behavioral health); experience implementing, administering, or monitoring such programs preferred. 3. Experience working with data in a performance management context. 4. Solid understanding of program evaluation methodologies. 5. Experience working with state or local government, particularly at the programmatic level. 6. Ability to think strategically, problem-solve, juggle multiple priorities, and remain attentive to details. 7. Excellent communications skills, including an ability to communicate with a diverse audience (verbally and in writing). 8. Demonstrated project management and organizational skills. 9. Ownership of results, with a standard for excellence.
