Qualifications

Education and Experience: Education equivalent to graduation from a standard high school and experience equivalent to five years of full-time communications dispatching work

Necessary Special Qualifications: Applicants for this class must:
1. Be at least eighteen (18) years of age;
2. Be a citizen of the United States;
3. Have a good moral character, as determined by investigation;
4. Complete a criminal history disclosure form in a manner approved by the appointing authority
5. Agree to release all records involving their criminal history to the appointing authority;
6. Supply a fingerprint sample in a manner prescribed by the TBI for a fingerprint based criminal history records check;
7. Not have been convicted or pleaded guilty to or entered a plea of nolo contendere to any felony charge or to any violation of federal or state laws or city ordinances relating to force, violence, theft, dishonesty, gambling, liquor, or controlled substances, Tennessee Code Annotated 7-86-205;
8. Not have been discharged under any other than honorable conditions from any branch of the United States armed forces;
9. Pass a physical examination administered by a licensed physician that is consistent with the Americans with Disabilities Act and that relates to the essential functions of the position
10. Pass a psychological evaluation administered by a licensed mental health professional that is consistent with the Americans with Disabilities Act and that relates to the essential functions of the position.
11. Upon appointment, successfully complete a prescribed course of instruction approved by the Department of Safety and Homeland Security
12. Within 12 months of employment, must obtain a certification in active status as an APCO-certified Communications Training Officer

Overview

This is the supervisory classification in the THP Dispatcher sub-series. An employee supervises a unit of subordinate dispatchers in receiving law enforcement information, by telephone, teletype and two-way radio and transmitting messages based on this information to appropriate agencies or individuals. Work involves making decisions on the most appropriate agencies or individuals to receive the information and preparing and maintaining communications logs and statistical reports. This class differs from that of the THP Dispatcher, in that an incumbent of the latter is responsible for performing front-line dispatcher responsibilities.

Responsibilities

  1. Manages recruitment, training, and evaluation of staff, including maintaining performance records, scheduling training, and ensuring compliance with departmental standards.
  2. Oversees communication operations, ensuring accurate and timely dispatch, monitoring officer safety, responding to emergencies, and maintaining operational readiness of equipment and systems.
  3. Processes and disseminates critical information, including law enforcement data, emergency alerts, and public safety notifications, while maintaining confidentiality and accuracy.
  4. Supervises the preparation, review, and submission of reports, logs, and documentation related to operations, compliance, and personnel activities.
  5. Ensures adherence to policies, procedures, and legal requirements, conducting audits, evaluations, and updates to maintain compliance with standards.
  6. Serves as a liaison between law enforcement personnel, public safety agencies, and the public, resolving complaints, facilitating next-of-kin notifications, and handling inquiries effectively.
  7. Provides leadership and team support by fostering a positive workplace, addressing issues, recognizing achievements, and ensuring communication of updates and procedural changes.
  8. Coordinates resources and response for incidents, disasters, and emergencies, ensuring timely support, accurate reporting, and effective communication to enhance public and officer safety.

TN Driver Standards

State of Tennessee positions that may involve driving responsibilities require candidates to meet the following minimum driver qualifications:

  • A valid driver's license
  • For the past five years, the candidate's driver record must not have record of the following violations: driving under the influence (DUI), reckless driving, license suspension for moving violations, more than 4 moving violations.
