Qualifications

Education and Experience:

Education must be from an accredited institution.

Bachelor's degree in a scientific or quantitative discipline (e.g., computer science, statistics, engineering, etc.) and 5 years of experience performing professional data management or data analytics work.

Substitution of Education for Experience: Additional graduate course work in a quantitative discipline may be substituted for the required experience on a year-for-year basis up to two years.

  • Knowledge of the principles of data manipulation, reporting, and the ability to fully grasp the complexity of data management.
  • Ability to understand database and data analysis procedures.
  • Ability to think critically and exercise judgment.
  • Skilled in ability to find the root cause of a data quality issue/problem, apply deductive/inductive reasoning, and determine a solution.
  • Skilled in active learning and able to listen and comprehend information from others.
  • Tech-savvy and process oriented with a drive to produce results.
  • Knowledge of common Administration and Management and Customer Service practices.

Overview

The Data and Analytics Manager is to oversee the development and use of data systems. This position will develop efficient ways to organize, store and analyze data with attention to security and confidentiality. Additionally, they, would ensure that information flows timely and securely to and from the organization as well as within. A Data and Analytics Manager has the highest level of accountability for the oversite of a data domain or collection of domains. This classification assists in the development of policy. This classification ensures policies, procedures, and processes are enforced and compliance is met. The Data and Analytics Manager is responsible for the development (in conjunction with any applicable data stewards) and oversite of division data policies, procedures, controls, and metrics for their domain. The data manager may have one or more data stewards directly reporting to them. The Data and Analytics Manager will work to identify and implement any technical training and resources the division may need to ensure enterprise and divisional management needs and directives are being met.

Responsibilities

  1. Develop and implement efficient and secure procedures for data handling and analysis with attention to all technical aspects. Establish rules and procedures for data sharing with upper management, and internal and external stakeholders.
  2. Determine techniques for quality data collection to ensure adequacy, accuracy, and legitimacy of data
  3. Support others in the daily use of data systems and ensure adherence to legal and agency data management standards
  4. Assist in the creation of policy for effective data management.
  5. Monitor and analyze information and data systems and evaluate their performance to discover ways of enhancing them (new technologies, upgrades etc.) Communicate identified needs to agency leadership.
  6. Work with internal and external information technology partners who ensure digital databases and archives are protected from security breaches and data losses
  7. Oversee reported data-related problems and authorize system changes.
  8. Identify, assign, support, and/or manage Data Producers, Specialists, and Stewards within divisions or divisional programs.
  9. Identify and engage business users to understand their needs. Make recommendations based on needs to assist stakeholders with achieving goals.
  10. Coordinate participation in enterprise and agency specific data management efforts. Implement data policies, procedures, and controls across division to promote enterprise data policy and standard compliance.
  11. Provide resources and training as identified to support strategic business needs.

TN Driver Standards

State of Tennessee positions that may involve driving responsibilities require candidates to meet the following minimum driver qualifications:

  • A valid driver's license
  • For the past five years, the candidate's driver record must not have record of the following violations: driving under the influence (DUI), reckless driving, license suspension for moving violations, more than 4 moving violations.
