The Maryland Transportation Authority (MDTA) owns, operates, and maintains eight major toll facilities comprised of four bridges, two tunnels, and two turnpikes, across the State of Maryland. Nature of Work: The Recruitment and Examinations Unit (REU) Analyst is located in the Office of Human Resources & Workforce Development and will support the MDTA's recruitment efforts on a wide range of administrative, technical, labor, and professional positions. This involves full lifecycle recruitment activities including but not limited to:

  • Coordinating with hiring managers to determine the most successful recruitment and selection strategy;
  • Creating and updating job requisitions and exam plans;
  • Updating multiple HR systems and databases;
  • Reviewing and/or crafting interview questions and assessments;
  • Creating and posting job announcements;
  • Reviewing employment applications for required qualifications, updating candidates on application status, and scheduling interviews;
  • Processing selected candidates through the employment offer process, and;
  • Promoting the agency's recruitment efforts at internal and external job fairs.

The current vacancy is for a Recruitment and Examinations Unit Analyst. However, this recruitment may also be used to fill future HR Analyst I vacancies in the Employee Services/Benefits or Classification/Compensation functional HR areas.

Classification and Compensation

Employees in this function will learn to analyze and evaluate positions for reclassification by interpreting and applying job evaluation standards. This work includes conducting interviews and extensive research to gather pertinent information, writing detailed memorandums, making technically sound recommendations concerning compensation actions, and acting as a technical resource for employees and supervisors.

Employment Services and Benefits

Employees in this function will support MDTA's workforce throughout the full employment lifecycle. This includes facilitating first-day orientation for new hires, processing employment transactions in HR systems, handling timekeeping issues, and will serve as an Employee Benefits Coordinator and Retirement Coordinator.

Employees in this position will report directly to an HR Unit Manager. The current vacancy will report to the Recruitment and Examinations Manager. The current vacancy is located in Baltimore, MD. Hybrid telework schedules may be available for this position.

Qualifications

MINIMUM QUALIFICATIONS:

Education: Possession of a bachelor's degree from an accredited college or university.

Experience: One year of professional HR work in the areas of either job analysis, job evaluation, salary administration, employee recruitment and selection, employment services and benefits, employer-employee relations, HR program evaluation, or HR policy formulation.

Notes:

1. Thirty graduate semester credits from a college or university in the fields of HR administration, business administration, public administration, statistics, tests and measurements, or psychology may be substituted for one year of experience.

2. Paraprofessional HR experience or professional HR management work experience may be substituted on a year for year basis for up to four years of the required education.

3. For employer/employee relations positions, applicants may substitute the possession of a Juris Doctor or equivalent degree from an accredited school of law for the required experience.

4. Candidates may substitute equivalent U.S. Armed Forces military service experience on a year-for-year basis for the required education and experience.


Licenses & Certifications

Future candidates appointed to positions that are responsible for employment services and benefits work will be required to obtain certification by the Maryland State Retirement Agency as a Retirement Coordinator and certification by the Maryland Department of Budget Management as an Agency Benefits Coordinator. Future candidates selected to serve as a Leave Bank Coordinator for an Employment Services and Benefits Unit within MDOT and its business units are expected to complete the Maryland Department of Budget and Management Leave Bank Coordinator Training within 6 months of employment.
