DESCRIPTION

The Maryland Transit Administration is recruiting a Purple Line Director of Operations.

The Purple Line is a 16-mile light rail line that extends from Bethesda Maryland to New Carrollton Maryland. The service connects to the Metrorail Red, Green, and Orange lines and to MARC, Amtrak, and local bus services.

The Purple Line Director of Operations manages MTA's contracted service provider Purple Line Transit Partners (PLTP) on behalf of the Deputy Chief Operating Officer, Contracted Services. This position is responsible for ensuring compliance with the Purple Line P3 agreement and monitoring contractual performance commitments for all Purple Line operations and associated activities of the PLTP encouraging the PLTP to provide continuous improvement strategies and recommendations to improve train operations, safety, reliability, and efficiency. PTLP is responsible for performing all aspects of operations and train movements on the Purple Line and communicating and coordinating with all associated agencies and support contractors.

The Director functions as MTA's lead representative for Purple Line operations and interfaces with MTA's local, regional, and federal stakeholders for the project's operations phase.

The Purple Line will operate from 5 a.m. to 12 midnight on weekdays, and 7 a.m. to 12 midnight on weekends and holidays. The Director is on call 24/7, as necessary, to ensure the PLTP is providing safe, efficient, and reliable operations and customer service.

Other duties include:

  • Coordinating with PLTP staff on daily operating matters that involve interfaces, including 3rd parties, outside the PTLP scope.
  • Coordinates with the Federal Transit Administration, WMATA, MTA staff and management, and external stakeholders, as necessary, to support Purple Line operating needs.
  • Directs MTA consultant staff and any 3rd party oversight contractor(s), managing performance to ensure effective oversight of PLTP contracted services.
  • Coordinates with MTA's Procurement and Finance Manager to ensure adherence to scope of service, contract pricing, monthly invoice statement reviews, and management of all procurements related to PLTP oversight.

Qualifications

Education: A bachelor's degree from an accredited college or university, preferably in Planning, Business Administration, Transportation, or a related field.

Experience: Seven years of progressive transit experience. Five years of experience must include staff management and leadership, including overseeing and coordinating the general operations of a team to achieve results.

The candidate must have direct experience in managing contracted operations and services.

If the candidate has held more than one position with an individual employer, all positions and time spent in that position should be included in the application.

1. Additional experience in administrative or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate-level education at an accredited college or university may be substituted at the rate of thirty credit hours on a year-to-year basis of the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience involving staff work related to the administration of rules, regulations, policies, procedures, and processes, or overseeing or coordinating unit operations or functioning as a staff assistant on a year-for-year basis for the required education and experience.

Employees in this classification may be assigned duties that require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
