ISPA Technology is seeking a Proposal Development Specialist to craft winning proposals that help us deliver cutting-edge technology solutions to government agencies.



What You'll Do:

  • Lead Proposal Writing & Development - Own the proposal process from start to finish, responding to RFPs, RFIs, and RFQs within the DoD and federal technology sectors.
  • Ensure Compliance & Strategy Alignment - Analyze solicitations, ensure compliance with FAR and agency-specific requirements, and translate complex technical concepts into persuasive proposals.
  • Collaborate Across Teams - Work closely with engineers, program managers, and technical experts to develop compelling proposal strategies.
  • Identify Business Opportunities - Leverage platforms like SAM.gov, GovWin, and GSA eBuy to track and qualify federal contracting opportunities.
  • Manage Technical Content - Maintain a library of reusable proposal content, past performance data, and templates to streamline future submissions.
  • Support IDIQ & TO Responses - Experience with Seaport NxG TO responses and large IDIQs is highly desired.



What You'll Need:

  • 3-8+ years of experience in federal proposal development (DoD and federal agencies preferred).
  • Proven track record of winning federal contracts.
  • Strong understanding of FAR, procurement processes, and federal compliance requirements.
  • Excellent writing, editing, and communication skills-ability to translate technical content into clear, compelling narratives.
  • Proficiency in Microsoft Office (Word, PowerPoint, Excel) and collaboration tools like SharePoint.
  • APMP or Shipley certification is a plus.
  • Ability to obtain and maintain a security clearance is preferred but not required.
