Compensation Grade: P27Compensation Details: Minimum: $102,003.00 - Maximum: $102,003.00 AnnuallyDepartment (OHEHR) AI - AIDS InstituteJob Description: In addition to the Compensation Details above, the incumbent in this position will be eligible to receive location pay ($4,000/year). Responsibilities The Program Manager I will be responsible for the management and oversight of programs related to the provision of services to the LGBTQ+ community. This will include health and human services, cultural competency, stigma, as well as services to individuals living with or at risk for HIV, STIs and HCV. The incumbent will be responsible for program planning, implementation and management; formulation of policies and standards related to the provision of services to the LGBTQ+ community; contributing to making recommendations for the allocation of resources; overseeing the day-to-day implementation and management of programs, including supervision of staff; supporting the Office of Lesbian, Gay, Bisexual, Transgender, and Queer Services strategic goals and objectives related to LGBTQ+ programming; provision of technical assistance to AIDS Institute staff and contractors for grant-funded program services; monitoring trends; assessing the quality and effectiveness of funded programs; assessing contractor compliance with program goals and policies; data analysis; representing the AIDS Institute in forums related to the LGBTQ+ community; and other related duties as assigned. Minimum Qualifications A bachelor's degree in a related field and five years of experience in the management of an HIV/AIDS or a relevant program in a public health, health/human services, health regulatory program or community-based services organization; OR nine years of such experience. The years of experience must have included policy formulation, program planning, design, implementation, evaluation, and/or allocation of resources. At least three years of experience must have included supervision of staff and program management. A master's degree in a related field may substitute for one year of experience. Preferred QualificationsAt least three (3) years' experience managing or developing and implementing HIV/AIDS services or public health program services for the LGBTQ+ community; three (3) years' experience in the development of LGBTQ+ specific programming; at least three (3) years' experience working directly with LGBTQ+ communities; at least three (3) years' experience in the development of written materials including program reports, monitoring reports, evaluations, and Requests for Applications (RFA). At least three (3) years of oversight of contract management staff; at least three (3) years' experience in budget development, analysis, or management; at least three (3) years' experience in data analysis/management; at least two (2) years' experience interfacing with government agencies and entities; at least two (2) years' experience planning and facilitating meetings. Excellent written and verbal communication skills. Proficiency in Microsoft Office, SharePoint, data, and grant management systems. Conditions of Employment Grant funded position. Compliance with funding requirements such as time and effort reporting, grant deliverables, and contract deliverables, is required. Valid and unrestricted authorization to work in the U.S. is required. Visa sponsorship is not available for this position. Travel, up to 25-50% of the time, will be required. A valid driver's license in good standing will be required for areas where public transportation is unavailable. The selected candidate must reside within a reasonable commuting distance of the official work location specified in the job posting and must also be located in or willing to relocate to one of the following states: New York, New Jersey, Connecticut, Vermont, or Massachusetts, prior to hire.
