Senior Subcontracts Administrator

The Sr. Subcontract Administrator for VTG is responsible for all aspects of subcontract administration. They will be responsible for the analysis, interpretation, and drafting of subcontract documents and will require interface with the Procurement, Contracts and Operations staff. They may also mentor subcontract administrators to grow employee proficiencies with contract clauses, risk identification and mitigation strategies.

This role will be based out of our corporate office in Chantilly, VA; Virginia Beach, VA; California, MD; Beavercreek, OH; or Washington, DC in a hybrid capacity.

• Identifies potential sources for required services and develops and issues Requests for Proposals (RFPs). Receives, reviews, and negotiates subcontractor proposals and documents the process. Assist with the sources selection process by participating in the proposal evaluation team, performing fact finding, technical evaluations, and cost/price analysis. Negotiates subcontract terms and conditions including estimated cost/price, delivery, quality and performance requirements.
• Conducts prime contract flow-down review and formation of project-specific subcontract documents. Develops the subcontract document; reviews it for compliance with Government, Contractual, Corporate and Company requirements; and obtains management approval prior to issuance to the subcontractor. Creates and modifies internal purchase orders to track the subcontractor's funding. Negotiates subcontract changes and responds to all formal subcontract inquiries and issues. Provides subcontract status as required. Prepares and transmits all contractual communication to the subcontractor. Initiates and performs subcontract close-out.
• Develops, issues, reviews, and negotiates teaming agreements, non-disclosure agreements, subcontracting plans and memoranda of understanding.
• Provides subcontract advice and counsel to project managers and other related functions such as finance, quality and contract administration.
• Prepares and submits Government and Commercial required small business and subcontracting reporting, i.e. eSRS and fSRS.
• Update and maintains policy and procedures for subcontract administration to ensure compliance with laws and regulations. Monitors industry to maintain awareness of current/future trends and leading edge practices.

• Bachelor's degree in a business related field (Management, Business, Finance, Accounting, Economics, etc.) and at least 6 years' experience within industry (Non-Government and Government (Local, State and Federal)); or combination of related education and experience.

• Working knowledge of the Deltek CostPoint accounting system, specifically the Procurement module.

• Must be fully proficient in MS Office Applications

• Ability to work independently and handle multiple priorities in a fast-paced environment.

• Working knowledge of Microsoft Office Suite

• Working knowledge of Enterprise Resources Planning System, Deltek CostPoint and CRM preferred

• This position requires a thorough understanding of the complexities within both the US Government and non-government (Industry) sectors, which includes the FAR, DFARs, U.C.C., U.S.C, International Traffic in Arms Regulations (ITAR), and all applicable laws and regulations applicable to same (Service Contract Act, Davis Bacon Act, etc.) are required.

• Ability to perform work that involves independent judgment and analysis of significant issue identification and resolution.

• DoD Secret Clearance, preferred.
