Summary of Job Duties:The Director of Financial Services oversees accounts payable, payroll, financial aid reconciliation, and the general accounting and fixed assets functions of the university. The incumbent recommends related policies and reports directly to the associate vice chancellor for finance. This position is governed by state and federal laws and institution policy.
Qualifications:
REQUIRED EDUCATION AND/OR EXPERIENCE REQUIRED:
- Bachelor's degree in accounting, finance, or a related field of study in a business discipline from an accredited college or university;
- A minimum of four (4) years of professional experience in accounting or financial management in progressively responsible positions.
PREFERRED EDUCATION AND/OR EXPERIENCE:
- Certified Public Accountant (CPA) certificate and/or MBA;
- Prior work experience in public higher education;
- Four (4) years of progressive management and direct supervision experience;
- Familiarity with the State of Arkansas or public higher education fiscal and accounting processes and procedures;
- Experience with Workday and/or Ellucian Banner.
JOB DUTIES AND RESPONSBILITIES
- Promote and support organizational culture by reinforcing department goals, policies and procedures, and the organization's vision, mission, and strategic initiatives;
- Administer and develop financial policies and procedures for the department and campus;
- Manage accounting policies for the operating funds, construction, investment funds, and general ledger for the campus;
- Oversee financial analysis such as the indirect cost allocation and financial information provided for external and internal audits;
- Oversee the general ledger, payroll, and accounts payable processes;
- Direct the operations of the finance and accounting functions (general ledger, payroll, and accounts payable) including managing and providing guidance to staff;

- Issue written and oral instructions; assigns duties and examines work for exactness and conformance to policies and procedures;
- Monitor required IRS reporting such as W2's, 1099's, and payroll tax reporting;
- Monitor general ledger to ensure compliance with state regulations and generally accepted accounting principles;
- Prepare the university's annual financial statements. Additionally, responsible for the preparation, coordination, and analysis of the Arkansas Department of Higher Education, Arkansas Department of Finance and Administration, and the University of Arkansas System reports;
- Plan, direct, and evaluates complex operations, using resources for the accomplishment of long-term and short-term goals of Financial Services as related to the institution;
- Maintain a consultative relationship with managers to provide relevant financial and statistical reports for their areas of responsibility;
- Collaborate with internal and external personnel for the purpose of implementing and/or maintaining services;
- Facilitate meetings, workshops, and seminars for the purpose of identifying issues, developing recommendations, and supporting staff and the campus community;
- Respond to a wide variety of inquiries from staff and the campus community for the purpose of resolving problems, providing information, and/or referring to the appropriate personnel;
- Participate in meetings, workshops, and seminars for the purpose of conveying and/or gathering information required to perform functions;
- Maintain up-to-date knowledge of current and future standards, methodology, applicable best practices, and relevant professional pronouncements;
- Manage the departmental budget for Financial Services and performs other duties as assigned.
