PRIMARY FUNCTIONS
This is responsible professional staff work in the performance of a variety of highly technical administrative assignments in the Office of Legislative Services for the Board of Alders. Work involves responsibility for the production of the Aldermanic Journal, processing Board of Alder business, maintaining department financial records and performing other managerial and program staff work. Employee exercises considerable independence with general or specific instructions. Work is reviewed by the Director of Legislative Services through conferences and observations of results.

TYPICAL DUTIES AND RESPONSIBILITIES

  • Coordinates the production of the Aldermanic Journal;
  • Inputs documents into computer for incorporation into the official record of the Board of Aldermen Journal; Sets up journal format; records official proceedings of the board; integrates documents with verbatim transcript; Prints out and proofs final Board of Aldermen Journal.
  • Coordinates the printing, copying, binding and distribution of the Aldermanic Journal.
  • Prepares Aldermanic meeting agendas, including communications, committee reports and items to be voted on by the board.
  • Records amendments and roll call/voice votes, endorses legislative action on official documents for certification by the City/Town Clerk and official Board of Aldermen record.
  • Submits Aldermanic documents to the Mayor for signature and files these documents in the City/Town Clerk's Office.
  • Maintains complex records, including financial expenditure and personnel records.
  • Assists in the planning and preparation of the department budget.
  • Composes correspondence and memoranda; interprets administrative policies; relays instruction on policies and procedural revisions; represents supervisor on routine matters and at conferences and meetings when so designated.
  • Uses word processing program to prepare contracts, develop mailing lists, print address labels, and for other administrative tasks.
  • Performs related work as required.


EDUCATION, QUALIFICATIONS & EXPERIENCE
Graduation from a four-year college or university with major course work in public administration, or graduation from high school supplemented by a two-year college degree or business course and a minimum of 3 years' experience in office procedures and operating office equipment; or an equivalent combination of training and experience which provides the following knowledge, abilities, and skills:

KNOWLEDGE, EXPERIENCE, SKILLS & ABILITIES

  • Considerable knowledge of the principles and practices of public administration.
  • Considerable knowledge of office practices and procedures and the ability to apply them to work situations.
  • Considerable knowledge of English grammar and spelling.
  • Knowledge of general accounting procedures.
  • Knowledge of bookkeeping and budgeting procedures.
  • Ability to maintain complex recording, filing and indexing systems.
  • Ability to edit, proofread and compose municipal documents.
  • Ability to communicate effectively orally and in writing.
  • Ability to establish and maintain effective working relationships with employees, officials and the public.
  • Considerable skill in the use of computer word processing equipment, typewriter and calculator.


SALARY, BARGAINING UNIT & TERMS OF EMPLOYMENT

This is a General Fund, "Tested" position.

This position is included in a collective bargaining agreement with Local 3144, American Federation of State, County and Municipal Employees.

General Funded hires into this class are not covered by Social Security and will not pay Social Security taxes. They instead participate in the City Pension; the employee contribution rate is 10% of pay.

Employment is contingent upon the successful completion of: (1) a pre-employment background check, (2) a pre-employment physical examination, including pre-employment drug screening accordance with the City's Drug Free Workplace Policy*, and (3) a 90-day probationary period. Instructions and information on this pre-employment process are included in Conditional Offer of Employment.


Pursuant to the Federal Drug Free Workplace Act of 1988, The City of New Haven has a adopted a Drug Free Workplace Policy. The City of New Haven requires a pre-employment drug test, which includes screening for marijuana.

Selection Plan
