Overview

VTG is seeking an Knowledge Management Specialist in Pearl Harbor, Hawaii.


What will you do?

  • Provide technical expertise and direct enhanced support for the comprehensive establishment and execution of Knowledge Management initiatives to enhance decision-making processes and operational effectiveness for the Maritime Operations Center (MOC) as managed by S. Pacific Fleet, ensuring compliance with the following key requirements.
  • Identify what information Cross Functional Teams (CFTs) and staff need to make timely and effective decisions. Ensure the right data is available, accessible and shared with the right people at the right time. Evaluate how well COMPACFLT's knowledge-sharing efforts and decision-support tools are working, identifying areas for improvement. Address challenges such as communication gaps, difficulty finding critical information, or inefficiencies in current processes, and provide practical recommendations.
  • Organize, store and maintain important digital information so it is easy to find, access and Ensure documents, reports and data are properly categorized, kept up to date and securely shared with the right people. Follow Navy records and privacy management standards to maintain compliance and accessibility.
  • Provide support for defining and organizing key information COMPACFLT staff need to make important decisions. Identify what information is critical, where it originates, how it is processed and the best way to share it across different teams and systems. Ensure the information exchange process is clear and aligned with COMPACFLT's decision-making
  • Work closely with different departments to ensure important electronic and non-electronic knowledge is shared efficiently across the command using current systems and processes. Improve collaboration by making sure critical information flows smoothly between teams, reducing redundancy, preventing miscommunication and ensuring everyone has access to what they need.
  • Apply best practices in Knowledge Management (KM) to improve how COMPACFLT organizes, shares, and secures Help refine processes to make information more accessible and useful while ensuring policies for handling and protecting information are followed. Focus on continuous improvement to make decision-making and workflow more efficient.
  • Assist in organizing and presenting information across different platforms, making sure it is clear, accessible, and easy to use. Ensure information is structured in a way that supports COMPACFLT's operational and strategic objectives, helping teams find and use what they need efficiently.

Do you have what it takes?

  • Final/Active TOP SECRET clearance (SCI eligible).
  • Experience in applying Knowledge Management principles within a Department of Defense (DoD) operational or headquarters environment (e.g., Combatant Commands, Navy/Joint Staff, Major Fleet Commands).
  • Experience aligning Knowledge Management efforts with decision-support needs, integrating Knowledge Management into Cross-Functional Events (CFEs) and strategic planning processes.
  • Experience supporting and improving CFEs by streamlining workflows, enhancing knowledge-sharing and ensuring efficient decision-making processes.
  • Experience identifying, structuring and managing information requirements to support senior leadership and staff decision-making.
  • Background in analyzing and optimizing information exchange between departments, ensuring relevant data reaches decision-makers efficiently.
  • Experience and familiarity with Commander's Critical Information Requirements (CCIRs) and their role in operational planning and execution.
  • Experience developing, organizing and maintaining structured knowledge repositories (e.g., SharePoint, DoD portals, databases) to improve retrievability, access control and usability of Ability to apply Navy records management standards to ensure proper document storage, lifecycle management and compliance with DoD policies.
  • Hands-on experience implementing continuous process improvement methodologies (e.g., Lean Six Sigma, Business Process Reengineering) within a Knowledge Management or decision-support framework.
  • Experience and knowledge of DoD Information Governance and data-sharing policies, ensuring compliance with DoDI 5200.48 (CUI), DoDI 8500.01 (Cybersecurity), and OPSEC requirements.
  • Experience working directly with leadership, staff directorates and cross-functional teams to integrate Knowledge Management into daily operations and ensure effective knowledge-sharing.
  • Ability to facilitate workshops, working groups, and training sessions to improve KM adoption and effectiveness across the organization.
  • Proficiency in MS Office Suite (Excel, PowerPoint, Word, Project) and KM platforms such as SharePoint, Teams, or OneNote. Experience with data visualization tools (e.g., Power BI) or process mapping software (e.g., Visio) to enhance information accessibility and decision support.

Pay Range: VTG's estimated starting pay range is $55,000-90,000, which is a general guideline for the geographic location. When extending an offer, VTG also considers work experience, education, skill level, market considerations and may possibly include contractual requirements which may cause an offer to fall outside of this range.
