LEU+ Safety & Permit Coordinator

CONTRACT OPPORTUNITY - ONSITE - Hopkins, SC.

Job Summary:

The Safety & Permit Coordinator will report directly to the LEU+ Construction Manager and will collaborate closely with the EPC Contractor, CFFF Maintenance, LEU+ Engineering, and Environmental Health and Safety (EH&S) to ensure that all construction activities are performed in compliance with the project EH&S requirements and permitting conditions, and in accordance with safety procedures and directives. TheSafety & Permit Coordinatorwill work on a variety of safety and permitting duties to ensure that the project EH&S requirements and construction permit requirements are effectively implemented and executed within procedures and processes, as defined by Westinghouse. The coordinator will ensure that all necessary permits and licenses are in place to comply with local, state, and federal regulations. Additionally, the coordinator will liaise with regulatory agencies and facilitate communication between various stakeholders to guarantee smooth and timely project execution. This role will maintain safety and permit oversight of the project during construction of the building and installation of the manufacturing process, and during commissioning through turnover to operations.

Your Day-to-Day:

This field position will ensure compliance with federal, state, and local permits and safety regulations, as well as related company policies and procedures, for all field activities supporting construction of the LEU+ fuel fabrication facility at CFFF.The primary objective is to develop and sustain an incident and injury free construction work site, while maintaining compliance with required permits and licenses. The coordinator will maintain a noticeable presence in the field to represent the Westinghouse safety and compliance culture, working with employees and subcontractors on safety practices to ensure they are used by employees, reflect industry best practices, meet regulatory requirements, and promote a Safety Conscious Work Environment and a strong Nuclear Safety Culture.

This is an onsite role which will be located at our CFFF location in Hopkins, SC.

Safety Responsibilities:




  • Assist in the development of a project safety program that reflects industry best practices and meets regulatory requirements, while promoting a Safety Conscious Work Environment and a strong Nuclear Safety Culture.

    • Ensure that the EPC Contractor and all other subcontractors' safety programs align with the Westinghouse EH&S program, OSHA regulations, and other relevant safety standards.
    • Work with Superintendents and Construction Managers to ensure that required safety documents, signage, and equipment is in place for all assigned job sites.
    • Ensure all employees and subcontractors are working within the parameters of the Westinghouse EH&S program, OSHA regulations and other relevant safety standards.
    • Participate in work area hazard assessments to ensure requirements and controls set in place are adequate.


  • Conduct regular safety audits and site inspections to identify potential hazards / unsafe conditions and assess safety risks.
  • Conduct thorough accident / incident investigations (including near misses) and make recommendations for corrective action.

    • Conduct daily jobsite walk-downs to ensure compliance with safety requirements. You will immediately address safety violations at the job site(s).


  • Communicate to site leadership at-risk conditions and safety concerns.

    • Prepare and maintain accurate records of safety accidents / incidents and investigations.
    • Communicate safety information and concerns to employees, supervisors, and management.
    • Collaborate with construction / project managers, superintendents, and other stakeholders to ensure safety is integrated into all aspects of construction activities.
    • Ensure proper use of personal protective equipment (PPE).
    • Stay up to date on relevant safety regulations and best practices.
    • Assist project Superintendents in establishing, implementing, and monitoring jobsite emergency response plans.


  • Participate in OSHA insurance investigations and jobsite walk-downs.
  • Participate in jobsite subcontractor coordination and safety meetings.
  • Serve as liaison to medical personnel, ensuring protocols and reporting best practices are followed.
  • Meet regularly with field personnel and support in the development of corrective action plans to address safety issues and concerns.
  • Provide regular feedback to project leadership on needed areas for safety improvement and recognition.
  • Provide coaching and mentoring for employees exhibiting unsafe behaviors and provide recognition for employees exhibiting safe behaviors.
  • Perform periodic evaluations of power tools and equipment to ensure equipment is being maintained in good working order, as appropriate.
  • Support project leadership in the development and execution of weekly toolbox safety meetings.
  • Periodically attend subcontractor pre-job briefings and provide feedback to improve the thoroughness and effectiveness of the briefings.
  • Provide initial site-specific safety and health orientations that, at a minimum, covers the project Accident Prevention Plan and Activity Hazard Analyses to all project personnel.
  • Ensure that corrective actions resulting from accidents, incidents, and near misses are properly implemented.



Permit Responsibilities:




  • Research and identify the required permits and licenses for specific projects.
  • Manage permit applications to relevant regulatory agencies.
  • Monitor the status of permit applications and ensure timely approvals.
  • Coordinate interactions between the organization and regulatory authorities.
  • Establish and maintain positive relationships with permitting agencies.
  • Communicate effectively with internal teams to gather necessary information for permit applications.
  • Maintain accurate and organized records of all permits, licenses, and related documentation.
  • Ensure that all permits are in compliance with applicable laws and regulations.
  • Provide support during inspections to verify compliance with permit conditions.
  • Collaborate with project managers and other relevant stakeholders to understand permit requirements for each project.
  • Manage a comprehensive schedule for permit submissions and approvals.
  • Alert project teams to potential permitting issues and propose solutions.
  • Stay informed about changes in regulations and policies that may impact the permitting process.

    • Update internal teams on any new requirements or regulations affecting permits.





Who You Are:

As a successful candidate, you will bring the following to the team:




  • A Bachelor's Degree from an accredited university, specializing in Occupational Health and Safety, Engineering or a related field is required.
  • A minimum of 15 years of experience in occupational health and safety, preferably at least 3 years in the nuclear industry.
  • A minimum of 10 years of construction safety experience is required, preferably as a safety coordinator or similar role.
  • Previous experience in an engineering, procurement and operations environment, preferably in the nuclear industry.
  • Strong understanding of construction safety regulations, industry standards, and best practices.
  • OSHA 30-hour certification or other equivalent safety certification is required.
  • Excellent written and verbal communication skills are required, including the ability to communicate safety requirements and permit compliance information within the organization.
  • Ability to identify and assess risks, develop safety protocols, and implement corrective actions.
  • Leadership skills to influence and guide others in promoting a safe work environment.
  • Problem-solving skills to address safety issues effectively.
  • Strong understanding of local, state, and federal regulations pertaining to permits and licenses.
  • Proficient in using relevant software and tools for permit tracking and documentation.
  • Ability to work collaboratively in a team environment.
  • Desire to exceed customers' expectations in ways that are aligned to company goals.


  • Must be able to be hold and maintain a Security Clearance at a US Nuclear facility.
