Overview:

The Quality Assurance Division (QAD) at Oak Ridge National Laboratory (ORNL) is seeking qualified candidates for the role of Quality Representative supporting the Fusion and Fission Energy and Science Directorate (FFESD). The FFESD Quality Representative works with sponsors, ORNL project/program management, internal customers, suppliers and other quality professionals to develop quality approaches and plans, tools and techniques, quality management systems, project/process improvements, strategic planning and performance metrics, and other quality-related initiatives to support a variety of quality-related needs for nuclear and non-nuclear research and development organizations, projects, programs, and related technical activities within FFESD.This position resides at Oak Ridge National Laboratory (ORNL).

Major Duties/Responsibilities:

  • Will be a member of QAD embedded into the FFESD directorate to serve as a quality expert for the group.Will function as a member of the FFESD team while also providing independent quality oversight.

  • Work closely with FFESD management and staff to ensure appropriate application of quality requirements within programs, projects, and processes.Requirements are specified in ORNL's quality management system and project-specific quality plans.These plans align with DOE Order 414.1D, ASME NQA-1, and ISO9001:2015.Required to provide guidance for adherence to these standards.

  • Ability to develop a project specific quality plan if a project requires it

  • Provide evidence of ORNL and project specific quality program effectiveness to sponsors and assessors.Will lead or participate in self-assessments and may participate in internal and external assessments

  • Support the creation of technical guidelines, procedures, and work documents to ensure quality requirements are met

  • Review purchase requisition packages, including technical specifications, statements of work, or drawings, then apply appropriate quality related requirements to the supplier contract

  • Complete assessments of suppliers and oversee supplier activities to ensure ORNL quality requirements are met

  • Guide staff in the planning and completion of receipt inspection of purchased items, equipment, or services

  • Support nonconformance processing and develop corrective actions for items that don't meet specifications or requirements.May include root cause analysis and lessons learned coordination and tracking

Basic Qualifications:

  • A BS degree in science, engineering, or a related field

  • A minimum of five years of quality and/or research experience

  • The incumbent must maintain certifications and qualifications as required

  • Exceptional teamwork and statistical skills, with attention to detail and precision, are required attributes

  • Ability to communicate effectively with organization management and staff, customers, and suppliers regarding quality issues

  • Experience with Root Cause Analysis or other investigation methods

  • Position may require some level of travel

Preferred Qualifications:

  • Knowledge and previous experience in leading quality assurance efforts, in support of technical activities, in a predominantly nuclear R&D setting to meet various quality standards through a risk-based approach

  • Demonstrated experience in implementing the ASME NQA-1 standard's requirements in conduct of technical activities to meet research reactor quality requirements.A working knowledge and previous experience utilizing other recognized quality standards including ISO 9001, 10 CFR 50 Appendix B is also desired

  • Demonstrated ability to write well and convey clarity to highly trained and educated R&D technical management and staff

  • Demonstrated ability to apply multiple quality standards to a wide range of technical organizations, programs, projects and activities

  • Ability to read and interpret drawings

  • Experience in providing oversight and inspection of fabricated items and assemblies

  • Lead auditor experience

  • Software Quality Assurance (SQA) experience

  • Strong computer, organizational, verbal and written communication skills, with the ability to multi-task

  • Strong analytical skills; project management; customer service experience; and the ability to interpret, communicate, and implement complex instructions are necessary

Special Requirements:

  • This position requires the ability to obtain and maintain a clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.
