About the Position

The Applications Development Supervisor oversees the daily operations of applications development and programming activities. This position supervises professional and support staff with primary duties in implementing and maintaining the developing, coding/programming, debugging, installing, documenting, and maintaining enterprise infrastructure that includes hardware and software for information systems. The Applications Development Supervisor troubleshoots and resolves the most complex applications issues and ensures that applications objectives and goals are met.

Education

  • Bachelor's Degree in Computer Science or a related field.

Experience

  • Five (5) years of related application software experience.

OR

Combined education and experience qualifications

  • Other combinations of education or experience may substitute for the minimum qualifications on a year for year basis.

Other requirements

  • In order to be considered for employment with the Maricopa County Sheriff's Office, successful candidates must not have a revoked or suspended driver's license.
  • Training that may be provided on-the-job: FEMA NIMS - IS100 and 700; Safety; Payroll; PREA.
  • Prior to hiring, the Sheriff's Office requires that all candidates pass a background review.

Our Preferred Candidate has

  • 2 years of Lead or supervisory experience with direct reports.
  • Experience in a law enforcement agency or supporting organization.
  • Experience managing an applications development team supporting a mix of enterprise systems Microsoft server 2019 or higher, .Net 5.0, Microsoft SQL server, and ASP.net.
  • Microsoft IIS web application infrastructure.

Essential Job Tasks

  • Oversees and ensures compliance of the application development team with MCSO's established software development lifecycle (SDLC) methodology.
  • Provides management and direction for the application development group including setting priorities, coordinating, and reporting of group activities.
  • Manages the daily activities of the members of the application development support group.
  • Supervises professional and support staff; hires and trains; determines priorities and assigns projects; manages performance, evaluates, and prepares employee appraisals to maintain optimum performance of job duties.
  • Reviews workloads and analyzes staffing requirements.
  • Facilitates the development of application systems, which are designed to provide value to the customer.
  • Serves as a source of documentation and standards to help direct the activities of the applications team.
  • Works closely with other groups to coordinate plans and activities, including the facilitation of specific development projects, software upgrades, and installation of new products.
  • Evaluates and recommends development tools for use within the applications development environments; strives to achieve the most efficient mix of system design and software development tools to maximize the cost-effective use of IT resources.
  • Provides work coverage and administrative notification during periods of personnel absences.
  • Identifies potential service level problems before they occur and implements or communicates solutions.
  • Participates in or leads teams in development of requests for proposals; evaluates bid responses and selects IT vendors.
  • Represents the Sheriff's Office on various County, justice, and law enforcement committees/workgroups as necessary.
  • Enforces departmental operating procedures, applicable security practices, and support needs to ensure the quality of service provided meets customer requirements.
  • Collects and reports data as required for departmental statistics.
  • Ensures that all project team communications with users, associates, and superiors are complete, timely, and accurate.
  • Ensures that training of back-up support personnel is performed based on project requirements.
  • Assists management in evaluating technology issues, policies, and procedures.

Knowledge, Skills, and Abilities

Knowledge of

  • The principles, techniques, tools, and methodologies of industry accepted Software Development Life Cycle (SDLC) within a large organization.
  • Enterprise systems and web application infrastructure.
  • Windows Server 2019 or higher

Skill in

  • Communicating between the business community and an IT organization.
  • Directing workflow, leading, and supervising diverse work groups.
  • Using analytical software tools and data analysis methods.

SELECTION PROCEDURE:
