We are seeking a Project Manager - USACE to join our leadership team. This role is pivotal to Ceres' continued success on federal contracts, ensuring excellence in execution for the U.S. Army Corps of Engineers (USACE). You will own the full project lifecycle-scope, schedule, budget, quality, safety, and client satisfaction-while leading multi-disciplinary teams and maintaining strict compliance with USACE EM 385-1-1 and contract standards.

What You'll Do

Client & Team Leadership



  • Serve as the primary point of contact for USACE, third-party monitors, and local/state/federal partners.
  • Lead, mentor, and support project staff; enforce policies and ensure all certifications/training are current.
  • Provide clear, concise updates and presentations to senior stakeholders.


Project Delivery



  • Build and manage project plans across scope, budget, risk, and communications.
  • Develop and implement Production, Quality Control, Safety, and Debris Management Plans.
  • Direct labor/equipment strategy, subcontractor management, and zone deployment.
  • Track performance with PM software and drive corrective actions.
  • Secure Debris Management Sites and all required permits; manage disposal logistics.


Financial Management



  • Own project P&L; build budgets, WBS, and forecasts.
  • Approve expenditures (POs, invoices, timecards, travel) within authority.
  • Prepare cost proposals, change orders, and REAs with supporting data.


Quality & Compliance



  • Author and execute QC plans using the three-phase control system.
  • Ensure strict compliance with contract specifications and all regulations.
  • Lead after-action reviews and manage full project closeout.


Safety Leadership



  • Champion a zero-incident culture; author and deliver JHAs and safety briefings.
  • Identify hazards, implement controls, and verify effectiveness.
  • Ensure all personnel meet training, licensing, and certification standards.


What Success Looks Like



  • Projects delivered on time, on budget, and to spec.
  • Strong financial outcomes with revenue/profit targets met or exceeded.
  • Zero serious safety incidents.
  • Positive client feedback and repeat USACE engagement.


What We're Looking For

Required



  • Bachelor's in civil engineering, Construction Management, Emergency Management, Business, or related field (or 10+ years of progressive project experience).
  • 5+ years managing complex civil/environmental/disaster recovery projects.
  • Documented USACE EM 385-1-1 experience and OSHA 30 Construction.
  • Proven leadership with subcontractor oversight and P&L accountability.
  • Advanced MS Excel skills; proficient with PM and GIS software.
  • Ability to travel and work extended hours during emergency activations.


Preferred



  • FEMA coursework (IS-100, IS-102c, IS-240c, IS-241c, IS-242c, IS-632a, IS-633).
  • PMP, HAZWOPER, or USACE/US Navy CQM-C certification.
  • Demonstrated success in permitting (DMS, disposal, hauling, licensing).
  • Strong estimating, productivity modeling, and cost control skills.


Work Environment

This role blends office and field operations. Expect frequent standing/walking, occasional lifting (up to 50 lbs), outdoor work in varied conditions, and extended hours during response events.
