INOVASI 3 - Monitoring, Evaluation, Research and Learning (MERL) and Program Consultant in Maluku
Background
INOVASI 3 is a
partnership program between the Indonesian Government and the Australian
Government aimed at improving the quality of student learning outcomes in basic
skills (literacy, numeracy, and character) through the implementation of
inclusive policies and practices in basic education. INOVASI 3 is a
continuation of the INOVASI 2 program, which will be carried out in 6 provinces
(West Java, East Java, North Kalimantan, Maluku, West Nusa Tenggara, and East
Nusa Tenggara) from 2024 to 2027. The strategy in INOVASI 3 focuses on
strengthening the education ecosystem by providing inclusive education
services, guided by principles such as PDIA (Problem-Driven Iterative
Adaptation), TWP (Thinking Working Politically), collaboration, locally led,
diversity, inclusion, and evidence-based approaches.
Maluku is one of
the regions covered by the INOVASI 3 Program, where INOVASI Maluku has
partnered with four districts, namely Maluku Tengah, Seram Bagian Barat, Maluku
Tenggara and Kota Ambon. INOVASI Maluku has also collaborated with various
stakeholders, including UPT Kemendikdasmen (BGTK, BPMP), Kementerian Agama,
Balai Diklat Keagamaan (BDK), Maluku Provincial Government, District Education
Office as well as other district government bodies and non-government
organizations.
Given the growing
number of partnered districts (Maluku Tengah in 2024 with three additional
districts in 2025), INOVASI Maluku seeks an additional STP to assist with
monitoring and evaluation, program implementation and government engagement
activities.
INOVASI Phase 3
is implemented in 25 districts and cities across Indonesia, in the provinces of
West Nusa Tenggara, East Nusa Tenggara, North Kalimantan, East Java, West Java,
and Maluku. The program also works in Ibu Kota Nusantara (IKN).
The Program is
managed by Palladium on behalf of the Government of Australia through the
Department of Foreign Affairs and Trade (DFAT).
Purpose of the position: Under the direction of Provincial Manager, Education
Coordinator, Ecosystem Coordinator and MERL Officer, the STP will support
INOVASI Maluku team in conducting monitoring and evaluation, program
implementation and government engagement activities.

Duties: Under the direction of Provincial Manager, Education Coordinator, Ecosystem
Coordinator and MERL Officer, the STP will :
- Assist MERL Officer and INOVASI's staff to
collect, organize and analyze data on program implementation as part of
monitoring activities. - Support MERL Officer in facilitating
monitoring and evaluation activities conducted by district partners. - Participate in data collection and
coordination activities, as required, in research facilitated by INOVASI,
including one that is conducted by third party, such as baseline study. - Assist MERL Officer in responding to rapid
data analysis tasks particularly in quantitative data analysis. - Support Education Coordinator in preparing
materials for workshops and training as required. - Support Ecosystem Coordinator in effort to
establish and maintain close liaison with key partners such as Dinas
Pendidikan, BPMP, BGP, MoRA's BDK, Provincial and district MoRA, DPRD,
Teacher Training Institutes, Civil Society Organizations (CSO), and other
relevant stakeholders to facilitate implementation of activities and
initiatives. - Support Ecosystem Coordinator in designing
and facilitating processes and activities aimed at
strengthening the commitment and collaboration of government bodies and
stakeholders. The goal is to implement and devise new policies and
regulations that enhance the attainment of inclusive Minimum Service
Standards, while promoting the use of disaggregated data and evidence. - Support Ecosystem Coordinator to ensure
that education ecosystem interventions align with MERL (Monitoring,
Evaluation, Research, and Learning), Communications, GEDSI, and climate
change principles. - Other duties as reasonably required by
Provincial Manager, Education Coordinator, Ecosystem Coordinator and
Provincial MERL Officer.
Qualifications and Experience:
- Minimum 2 year work experience in
Monitoring and Evaluation, and/or program implementation in education
programs. - Experience in at least one of the following
areas: teaching and learning, community participation in education,
community development, literacy, numeracy, primary education, continuing
professional development, assessment, school management and leadership,
educational inclusion, gender in education, disability inclusive
development in education and second language learning - Ability to adapt to high paced work
environment and to deliver promptly. - High work
ethics, including delivering reports on time and managing data
confidentiality. - Good
knowledge and ability to use Excel, Stata and other statistics software. - Willingness
to travel to partner districts as required. - Strong
understanding of the Indonesian educational systems, mechanisms and
procedures; - Fluent
in Bahasa Indonesia, some proficiency in English preferred. - Ability to work independently and as a part of a
team.
