Senior Medical Facility Planner

Provides strategic support in facility programming, planning, and project development to guide capital investment, clinical operations, and portfolio integration efforts. This role focuses on evaluating and advancing healthcare facility projects involving replacement, recapitalization, and optimization of assets. Responsibilities include site assessments, project coordination, and ensuring continuity from planning through early design phases. The Senior Planner collaborates closely with government stakeholders to deliver expert recommendations on facility repairs, upgrades, and long-term investments in alignment with established asset management strategies.

Estimated Starting Salary Range for Senior Medical Facility Planner: Pay commensurate with experience.

Senior Medical Facility Planner Responsibilities Include:

  • Lead the creation and management of facility planning artifacts (e.g., Program for Design, Functional Programs, space requirements, economic analyses, DD1391s) from concept through 35% design. Ensure documents are consistent with DoD and industry standards.
  • Collaborate with government agencies, medical treatment facilities (MTFs), engineering agents (USACE/NAVFAC), and other stakeholders to align project goals. Participate in virtual and in-person meetings to gather input and present planning updates.
  • Conduct requirements analyses including workload projections, service utilization, network adequacy, and future needs assessments. Review facility data from systems like FROID and the PBI dashboard to inform planning decisions.
  • Advise leadership on regional planning strategies and process enhancements. Support the integration of operational, facility, and capital planning activities aligned with enterprise goals.
  • Support onboarding and training of facility planning teams and contribute to the development of instructional materials for CONUS and OCONUS sites.
  • Review planning artifacts, design documents, and governance policies (e.g., DODIs, UFCs, CONOPS) for accuracy, compliance, and alignment with planning best practices. Conduct quality checks on submissions to ensure logical, achievable outcomes.
  • Assist in evaluating, prioritizing, and documenting capital investment proposals through the CIDM process. Support development of Facility Investment Strategy inputs and strategic alignment documentation.
  • Deliver briefings and develop reports, white papers, and presentations for leadership at all levels. Facilitate decision-making discussions regarding operational and facility planning scenarios.
  • Coordinate project schedules, data collection, interim deliverables, and workflow in collaboration with planning teams to ensure transparency, timeliness, and alignment with customer expectations.
  • Performs other job-related duties as assigned

Senior Medical Facility Planner Experience, Education, Skills, Abilities requested:

  • Bachelor's degree in Architecture, Engineering, or a related field.
  • Minimum of 5 years of experience in healthcare facility planning and design, including at least 3 years supporting federal government healthcare projects.
  • Proficiency in Microsoft Office applications, including Word, PowerPoint, Excel, Access, SharePoint, and Outlook.
  • Strong understanding of the Military Health System (MHS), Defense Health Agency (DHA), DHA Facilities Enterprise, Defense Health Networks (DHNs), and service-specific planning organizations.
  • Advanced written and verbal communication skills, with the ability to engage executive-level stakeholders.
  • Preferred: Familiarity with DoD medical planning standards, SEPS (Space and Equipment Planning System), and industry best practices for medical facility design.
  • Proven ability to deliver high-quality customer service.
  • Must possess or be eligible to obtain a Common Access Card (CAC) through federal background screening.
  • Ability to travel locally as needed; OCONUS travel may be required.
  • Must hold a valid passport.
  • Up to 20% travel required.
