Job Overview
The Service Order Assistant Manager assists in developing, planning and executing all Service Order support activities including escorting. The incumbent must demonstrate excellent written and verbal communication and conflict resolution skills and possess the ability to interact with senior management and building supervisors to direct effective service support activities. The Service Order Assistant Manager is the secondary client interface at the service order level who assists with managing subcontractors and direct staff assigned to specific task/service orders. The incumbent acts as the secondary interface with other departments to develop and obtain meaningful operational data for use by the operations and maintenance team. The Service Order Assistant Manager supervises direct and subcontractor staff in coordinating, initiating and executing technical support services, including outage, air quality, and environmental, that align with client and company policies and procedures. Salary Range: $105,000 - $115,523 Work Model: Onsite
Responsibilities
Essential Duties & Job Functions:
- Provide day-to-day coordination of services during inception, execution and closeout to include distributing services, tracking performance, accepting and evaluating deliverables, and closing services appropriately.
- Maintain official sub-contract and service files including correspondence and past performance. Prepare and present weekly/monthly Technical Progress Reports as needed. Responsible for interdepartmental data coordination with regard to full cycle task order management.
- Develop technical Statement of Work (SOW) and Response for Proposal (RFP) packages. Each SOW shall outline, at a minimum, the work to be performed, location of work, period of performance, deliverable schedule, applicable standards, acceptance criteria, safety parameters, relevant FAR clauses and any other special requirements (i.e., security clearances, travel, special knowledge, etc.). The SOW determination must align with local, state and federal laws pertaining to labor structures such as DBA and performance work statement limits.
- Measures contractor performance and ensures timely and successful service completion by planned surveillance and coordinated efforts with building supervisors. Works with Quality Control to develop a Quality Assurance Surveillance Plan that can be used in conjunction with each SOW.
- Works directly with the Procurement to evaluate subcontractor proposals, bids and/or contracts, as necessary, according to established procurement policies and guidelines. Arranges site visits with contractors for RFP distribution and all activities in coordination with the Procurement team. Assists in developing internal cost estimates, budget, correspondence and status reports. Assists Procurement in reviewing each proposal in response to the RFP/SOW.
- Attends client meetings and pre-bid walkouts to provide the technical expertise in assessing and developing scopes of works.
- Acts as the main point of contact with the sub-contractors and Facility Managers/Supervisors concerning the status on all services. Ensures full coordination of all activities with internal departments and client personnel.
- Selects, trains, motivates, and evaluates assigned personnel; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline and termination procedures.
- Confers with Facilities Supervisors, Facility Managers, Deputy Operations Manager and Operations Manager assessing the need for subcontractors in the generation of services and SOW.
- Works directly with the Deputy Operations Manager to review departmental data statistics collected from the work control and quality control departments. Assists the Deputy Operations Manager to determine the required sub-contract staffing needed to meet target goals and contract requirements.
- Maintains direct oversight of subcontracts which include: pest management and elevators.
- Maintains direct oversight of the Hood and Duct cleaning program, Mold and Asbestos Remediation Program and related subcontracts.
- Works directly with the Facility Managers to ensure their escorting requirements are met for both in-house work and sub -contracted labor.
- Works directly with the Facility Managers to ensure proper coordination of contract staff and sub-contract staff.
- Works directly with the Facility Managers to track various labor, subcontract and reimbursable budgets as required.
- Works with Safety team to verify that contractors perform work in compliance with all applicable safety rules and regulations.
- Plan, organize work and meet all deadlines. Able to do a variety of tasks in any single day.
- May occasionally be required to operate Customer or company-owned motor vehicles.
- Supports other department staff as needed or directed.
- Adheres to the established company safety and personnel policies and standard operating procedures.
- Performs other duties as assigned.
Job Requirements
Mandatory:
- High school graduate or equivalent GED.
- Eight (8) years of experience in a facilities operations and maintenance environment.
- Five (5) years of experience developing, procuring and managing service work in an operations and maintenance environment to include estimating, planning and scheduling numerous jobs of different disciplines simultaneously.
- Two (2) years of experience managing direct staff to include hiring, terminating, evaluating, disciplining, motivating, and guiding.
- Medically and physically able to wear a respirator.
- Ability to pass pre-hire background and drug screen.
- U.S. Citizenship.
- Ability to obtain and maintain the required intelligence community level clearance.
- Valid state driver's license.
- Ability to lift 50 pounds.
