Pay Range

$160,890 - $204,036 Annually for the TSL.3 level

This is the lowest to highest salary in good faith we would pay for this role at the time of this posting. Pay will not be below any applicable local minimum wage. An employee's position within the salary range will be based on several factors including, but not limited to, specific competencies, relevant education, qualifications, certifications, experience, skills, seniority, geographic location, performance, and business or organizational needs.


Job Description

We have an opening for a Deputy Nuclear Facility Operations Manager to support the Superblock (SBK) Nuclear Facilities. You will lead and manage a wide range of facility and programmatic functions, such as ensuring the performance of system surveillances, testing, and the procurements supporting facility operations, upgrades, and modifications to SBK nuclear facilities. You will additionally stand in for the SBK Nuclear Facility Operations Manager as necessary. This position is in the Strategic Deterrence (SD) Directorate.

This position requires full-time on-site presence due to the nature of the work.

In this role you will

  • Provide advanced technical guidance, leadership, training and supervision for SBK facility operations staff.
  • Manage the safe operation of the physical plant/facility systems in accordance with the applicable nuclear facility Documented Safety Analyses (DSA) and Technical Safety Requirements (TSR) to ensure their reliability, availability, and operability.
  • Develop and maintain operating, surveillance, and emergency procedures for Building Safety Systems and equipment.
  • Ensure that all procedures are implemented, current, and performed within the required periodicity and that appropriate actions are followed for any deficient conditions identified in accordance with requirements in the applicable nuclear facility DSA and TSR.
  • Oversee work performed by others (e.g., external workers and subcontractors) to ensure compliance with the Work Planning and Control Manual.
  • Ensure work is performed in the facilities according to the Conduct of Operations requirements.
  • Stand in for the Superblock Nuclear Facility Operations Manager as necessary.
  • Perform other duties as assigned.

Qualifications
  • Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.
  • Bachelor's degree in engineering or related field, or the equivalent combination of education and related experience (in accordance with DOE O 426.2A requirements.
  • Significant experience in the nuclear industry (in accordance with DOE O 426.2A requirements).
  • Significant experience at a DOE, U.S. Navy, or commercial nuclear facilities performing operations activities or equivalent.
  • Significant experience in operations program development and implementation, including establishing and managing performance measures and key performance indicators.
  • Advanced technical and organizational problem-solving skills; a demonstrated ability to provide solutions to highly complex or conflicting issues using highly independent judgment to provide sound technical evaluations and recommendations related to operations and maintenance in a nuclear facility.
  • Experience with supervision, administration, and resource management necessary to manage a professional/technical-level team.
  • Experience writing and reviewing technical documents, such as safety plans and procedures. Expert communication, facilitation, and collaboration skills necessary to eectively present, explain, and advise senior management, external sponsors, regulators, reviewers, and stakeholders.
  • Advanced verbal and written communication, facilitation, collaboration, and interpersonal skills at the technical level necessary to present, explain and advise senior LLNL management as well as staff members from external regulatory organizations such as DOE and the Defense Nuclear Facilities Safety Board (DNFSB).

Qualifications We Desire

  • Experience planning and tracking budgets, including knowledge of financial management.
  • Significant experience in DOE Documented Safety Analysis (DSA) or equivalent regulating documents.
  • Significant knowledge of DOE policies, procedures, regulations and standards, including DOE Order 422.1, Conduct of Operations, and DOE Order 420.1C, Facility Safety.

This position requires a Department of Energy (DOE) Q-level clearance.If you are selected, wewill initiate a Federal background investigation to determine if youmeet eligibility requirements for access to classified information or matter.
