Pay Range

$182,310 - $231,180 Annually

This is the lowest to highest salary we in good faith believe we would pay for this role at the time of this posting; pay will not be below any applicable local minimum wage. An employee's position within the salary range will be based on several factors including, but not limited to, specific competencies, relevant education, qualifications, certifications, experience, skills, seniority, geographic location, performance, and business or organizational needs.


Job Description

We're looking for an Agreements Group Leader in the Innovations and Partnerships Office (IPO). In this role, you will be responsible for the management and supervision of a team of professionals who are tasked with executing partnership agreements in IPO, including drafting, negotiation, intellectual property management, and commercialization agreements from inception through post execution, with terms acceptable to both LLNL and the U.S. Department of Energy (DOE). This group is responsible for managing commercialization and partnership agreements [e.g. Cooperative Research and Development Agreements (CRADA), Agreements for Commercializing Technology (ACT), Intellectual Property Agreements, Non-Disclosure Agreements, License Agreements, etc.] between Lawrence Livermore National Security, LLC and non-federal entities (e.g. industry, academia, foreign organizations, non-profits, etc.). This position reports to the IPO Director within the Director's Office.

This position may offer a hybrid schedule, which includes the flexibility to work from home one or moredays per week, after a probationary period. The specifics of the hybrid schedule, including the exact number of days required in the office and virtual work options may vary based on the needs of the team and the organization.

You will

  • Execute, under the delegation of authority from the IPO Director, non-disclosure agreements (NDAs), bailments (Material Transfer Agreements), Data Transfer/Use Agreements, and CRADA final report closeouts.
  • Hire, directly supervise, lead, train, and mentor the Agreements Team staff to accomplish partnerships, licensing, and other technology transfer objectives.
  • Serve as a reviewer/advisor on proposed agreements prior to IPO execution, ensuring alignment with all relevant contractual requirements.
  • Engage with leadership in other LLNL functional and programmatic areas and DOE stakeholders, to complete objectives. Serve as the primary interface with NNSA/Livermore Field Office for CRADA and license agreement approvals.
  • Update, maintain, train, and advise others on IPO's agreement templates and alternate terms, in collaboration within IPO and with the Office of General Counsel and Lab stakeholders.
  • Collaborate with IPO colleagues and Agreements Team staff in negotiations within LLNL and/or with external customers/sponsors when needed to resolve issues or streamline agreement execution.
  • Manage the IPO systems for establishing, managing, and closing IPO agreements and related records.
  • Lead a cooperative cross-functional effort within IPO to adopt new methods, platforms, and processes.
  • Represent LLNL and IPO as a professional expert in technology transfer and licensing working groups to accomplish transformation complex-wide for technology transfer requirements.
  • Perform other duties as assigned.

Qualifications
  • Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.
  • Bachelor's Degree in related field or equivalent combination of education and relevant experience in a related business, operational and/or organizational area.
  • Significant experience with contract administration and intellectual property and contract law.
  • Advanced knowledge of licensing and industrial research and development collaborations, with knowledge of legal and contractual requirements. Experience drafting, negotiating, and executing complex partnership agreements and intellectual property licenses.
  • Demonstrated leadership skills and experience supervising others, leading teams and/or groups.
  • Significant experience in project coordination. Experience leading and executing on challenging organizational deliverables.
  • Excellent verbal, written and interpersonal communication skills necessary to effectively explain, present, direct, negotiate and influence others. Excellent communication skills, including speaking, writing, presenting, listening and negotiating with technical, legal, and business professionals. Experience serving as an advisor to senior leaders.

Qualifications We Desire

  • Experience with DOE regulatory requirements for partnership mechanisms, technology licensing, and intellectual property, including familiarity with applicable DOE orders, Federal Acquisition Regulations, and DEAR clauses.
  • Advanced data management skills and knowledge and experience in developing complex data analysis, including use of Excel spreadsheets, Excel's graphical and analytical tools, or other data-intensive business intelligence tools commonly used in federal laboratory research organizations.
  • Established experience in drafting, negotiating, and executing CRADA and intellectual property licenses on behalf of a DOE national laboratory.

Security Clearance

This position requires a Department of Energy (DOE) Q-level clearance.If you are selected, wewill initiate a Federal background investigation to determine if youmeet eligibility requirements for access to classified information or matter. Also, all L or Q cleared employees are subject to random drug testing. Q-level clearance requires U.S. citizenship.
