Sr. Technology Transfer Specialist

Job Duties (Description of specific duties in a typical workday for this position):



  • Support the development of U.S. Army positions related to the transfer of military and dual-use technologies to foreign countries.
  • Staff technology transfer requests with relevant Army organizations and stakeholders.
  • Evaluate and coordinate technology transfer issues in alignment with national security objectives.
  • Interpret and apply U.S. export control policies and regulations in support of Army programs.
  • Interface with Army, DoD, and interagency personnel to ensure compliance with disclosure and transfer policies.
  • Prepare documentation and recommendations for exceptions to the National Disclosure Policy.
  • Provide guidance on international technology transfer matters in support of foreign military sales, cooperative programs, and other security cooperation initiatives.



Requirements (Years of experience, Education, Certifications):



  • 6 years of relevant experience in technology transfer, export control, or foreign disclosure.
  • Bachelor's degree in a related field

    • (Bachelor's degree requirement may be waived with 10+ years of Security Cooperation/Security Assistance experience)


  • Expert knowledge of U.S. and DoD export control policies.
  • Working knowledge of:

    • International Traffic in Arms Regulation (ITAR)
    • Export Administration Regulation (EAR)
    • DoD Technology Security/Foreign Disclosure process
    • National Disclosure Policy (NDP) exceptions
    • International export control regimes to which the U.S. is a signatory


  • Must be eligible for a TS//SCI clearance



Nice to Have: (skills that are not required, but nice to have)



  • Prior experience supporting U.S. Army or other military technology security programs
  • Experience with international security cooperation or arms transfer policy
  • Familiarity with Foreign Military Sales (FMS), International Agreements, or Cooperative Programs
  • Advanced degree or certifications in International Relations, Security Studies, or Export Compliance
