POSITION PURPOSE:

The Construction Inspector III (CI-III) is responsible for quality assurance on a construction project by inspection of work performed by the Construction Contractor is in accordance with the requirements of the construction contract. This is done through daily inspections, material testing and other field work. Inspectors are responsible for verifying and documenting that the project is construction in reasonably close conformity with the plans and specifications, and in compliance with the terms of the contract. Inspectors are also responsible for reviewing the Construction Contractor's daily submittals (Contractor's Daily Record of Construction, Daily Quality Control and Quality Assurance Reports, Notification of Completion of Work, Traffic Safety Supervisor reports, pay notes, etc.) and preparing documentation of project happenings.

ESSENTIAL DUTIES AND RESPONSIBILITIES:


  • Performs overall engineering field inspection and project engineering technical support duties of highway related construction activities, including documentation of all Construction Contractor activities as they related to work performed under the construction contract.
  • Performs inspections and documents of traffic control, environmental controls, layout, construction methods and materials, and all issues concerning the construction of the project.
  • Determines the acceptability of the day-to-day work performed by the contractor including verifying workmanship, material and equipment installed by the Construction Contractor meets or exceeds the requirements of the contract drawings and specifications.
  • Reviews and recommends accepting or rejecting daily reports submitted by the contractor, performs inspection of the contractor's quality control procedures and material testing.
  • Verifies that procedures are in conformance with the approved Quality Control Plan and established procedures.
  • Reviews material testing procedures and results for conformance to the contract and updates the project Material Register.
  • Measures quantities of materials placed.
  • Maintaining inspection logs, records of defects and other documentation as required.
  • Monitoring labor and safety provisions as required in construction contract.
  • Ability to make qualitative and quantitative judgment that are required by the construction contract at the work site.
  • As required, assist with the finalization of quantities for the monthly progress estimate.
  • As required, perform sampling and/or in-place testing of soil, aggregate base, concrete, and asphalt concrete pavement.
  • As required, maintain the daily project diary, complete Inspector's Daily Reports, and other forms as required.
  • As required, support the development of independent estimates.
  • As required, support preparing on-site correspondence.
  • As required, support drafting contract modification documents.
  • Support preparation of progress estimates.
  • Support reviewing environmental controls.
  • Maintain/Ensure project files are kept up to date and complete with documentation of daily activities.
  • Provide other construction related technical support as directed.

MINIMUM QUALIFICATIONS:

Education and Experience:


  • Experience interacting and communicating with partner agencies, the public, landowners, construction contractors and other stakeholders.
  • Level III (Construction) AND at least 5 years of increasing responsible construction inspection experience of which at least 3 years have been on highway and bridge construction as assistant to the project supervisor or as a principal inspector;

OR


  • An Associated Degree in Engineering Technology AND at least 5 years of increasing responsible construction inspection experience of which at least 3 years have been on highway and bridge construction as assistant to the project supervisor or as a principal inspector;

OR


  • Seven (7) years of increasingly responsible experience as an inspector, project engineer or equivalent on city, county, state or Federal bridge construction.

Skills and Abilities:


  • Ability to support construction projects located in rural areas in locations throughout the continental United States for several weeks/months at a time (position may require up to 100% travel).
  • Ability to interact with Construction Contractor personnel on a daily basis.
  • Ability to read, understand and interpret engineering construction plans, project specifications, traffic control plans, and other related documentation to ongoing construction activities.
  • Proficient in Microsoft Office applications (Outlook, Word, Excel, OneNote, etc.), database input, electronic and internet based file management software and PDF related software.
  • Ability to work on an active construction site including working in a field office environment.
  • Ability to stand for long periods of time performing duties described previously.
  • Ability to lift and carry up to 60 pounds.
  • Ability to withstand and be exposed to varying weather and terrain conditions.
  • Excellent writing and oral communication skills.
  • Effective listening skills.

Special Requirements:


  • Must pass pre-employment background check.
  • Must pass pre-employment drug testing.
  • Must have a valid driver license and ability to drive 4x4 Vehicle.
  • Ability to pass U.S. Government employment background check and acquire U.S. Government Personal Identity Verification (PIV) credential card.
  • Available for varied duty shifts and for off-duty emergencies, particularly throughout period with the Construction Contractor is working multiple shifts.

PREFERRED QUALIFICATIONS:


  • Current NICET Certification
  • Experience working on Federal and/or State Department of Transportation Road/Highway Construction projects is preferred.
  • Experience with U.S. Department of Transportation, Department of Federal Lands preferred.
  • 1+ years experience as an inspector on a paving projects with minimum placement of 12,000 tons of asphalt pavement is preferred.
  • 1+ years experience in asphalt hot plant inspection, bridge construction including Portland cement bath plant inspection, construction staking, construction traffic control, drainage structures, erosion control, highway earthwork and grading; highway materials testing; miscellaneous highway construction features; pavement striping; post tensioned concrete construction; recycled asphalt construction (milling and grinding); structural concrete and steel construction; subgrade and base course construction; tunnel grouting and rock bolting; wetlands mitigation and replacement; retaining walls, pavement preservation (chip seals, slurry seals, etc.); underground utilities; and/or sanitary sewer systems is preferred.
  • Experience with construction surveying activities and practices desired.
  • Experience with inspection bridges and related construction activities preferred.

PHYSICAL DEMANDS:

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is frequently required to stand, walk, sit, squat, climb and talk or hear. The employee is often required to use hands or fingers to handle or feel and reach with hands and arms.

WORKING ENVIRONMENT:

The work is conducted mostly outdoors on construction sites in National Parks. While performing the duties of this job, the employee will be exposed to extreme outside weather conditions. The noise level in the work environment is normally mild to moderate. The employee may be exposed to moving mechanical equipment, machinery and vehicles.
