About the Role
Redhorse Corporation is seeking a highly experienced National Programs and Policy Support (NPPS) Subject Matter Expert (SME) to provide critical support to NPPS leadership. You will work directly with senior DoD leadership on sensitive special programs under the Under Secretary of Defense (Intelligence & Security), impacting worldwide operations. This is a high-impact role offering substantial responsibility and exposure to the highest levels of the Department of Defense and the Intelligence Community. You'll play a vital role in ensuring the security, efficiency, and success of complex, sensitive programs. The work location is the Pentagon.

Key Responsibilities
  • Coordinate across the DoD and Non-Defense Federal Departments and Agencies (NDFDAs) for operational support, ensuring both DoD and NDFDA equities are recognized and protected. Support OMC personnel with program management and SAP security issues.
  • Coordinate with OSD, NSC, Congress, Defense Agencies, Combatant Commands, and the interagency on programs.
  • Advise senior DoD leadership on substantive, unusual problems of significant breadth, importance, or severity. Provide program-specific technical and administrative guidance to stakeholders and recommendations to DoD senior leaders.
  • Conduct security reviews and searches in response to Freedom of Information Act (FOIA) requests and complete required documentation for government approval.
  • Manage a program requiring the development of security policies and recommendations in accordance with existing DoD Directives, Manuals, and Issuances, specifically DoDM 5205.07 "Special Access Program Security Manual: Security Procedures," and applicable Intelligence Community Directives.
  • Review program access requests and pre-screening questionnaires and provide access recommendations to the Director.
  • Conduct site assistance visits to evaluate customer SAP security procedures for the storage and transmission of program material and provide after action reports explaining deficiencies and actions needed to improve security practices.
  • Conduct indoctrinations, debriefs, and annual security refresher training.
  • Develop and coordinate various actions with general counsel to provide authoritative guidance to program stakeholders, ensuring DoD and IC equities are properly addressed.
Required Experience/Clearance
  • US citizenship with an active Department of Defense (DoD) Top Secret (TS) security clearance and a current access to Sensitive Compartmented Information (SCI) (TS/SCI) is required.
  • Bachelor's Degree from an accredited college or university.
  • Strong interpersonal, organizational, and problem-solving skills, including the ability to work effectively both independently and collaboratively.
  • Proven ability to communicate-verbally and in writing-complex information clearly and concisely, tailoring it to diverse audiences.
  • Minimum of ten (10) years of experience working within the government or military.
Desired Experience
  • Thorough knowledge of the DoD and the IC, including missions, functions, organization, members, and relationships.
  • Thorough knowledge of handling ACCM, SCI, and SAP information, including administration and management.
  • Familiarity with DoD and IC Directives and policies governing the administration of ACCM, SCI, and SAP information.
  • Knowledge of information, physical, personnel, and SAP security programs, policies, and procedures.
  • Familiarity with the OMC mission.
  • Experience planning, coordinating, and executing sensitive operations in a DoD environment and with interagency partners.
  • Experience implementing and overseeing intelligence policy programs and experience as a staff action officer on an OSD, JCS, or Military Department headquarters staff.
  • Ability to provide subject matter expertise in security, analysis, requirements, strategic planning and concept development, program analysis and evaluation, and policy.
  • Demonstrated success dealing with senior-level officers, executives, and appointees on politically sensitive topics or contentious issues.
