Job Summary

Join the Village of Menomonee Falls as our next Senior HR Analyst. In this role, you'll coordinate full-cycle recruitment-split among HR staff based on assigned departments-from drafting job postings and screening candidates to coordinating offers and onboarding. You'll also share responsibility for administering FMLA and non-FMLA leave requests, updating job descriptions, benchmarking compensation and benefits, assisting in managing our self-funded health and dental plans, supporting performance evaluation rollout, maintaining HRIS data, drafting policies and handbook updates, and coordinating wellness initiatives. The right candidate will bring strong communication and analytical skills, technical acumen, and solid HR knowledge.

The full pay range of the position is $76,377.60 - $109,262.40.

Job Duties

1. Coordinate and conduct recruitment and selection processes for vacancies including advertising, screening applications, interviewing, and coordinating job offer and post-offer activities.
2. Develop, review, and update detailed job descriptions for new and existing positions.
3. Analyze and evaluate position classification, compensation, and employee benefits against other public agencies and private sector data and make recommendations.
4. Coordinate, plan, and oversee FMLA and non-FMLA leave of absence requests.
5. Acts as liaison between benefit providers and employees to interpret benefit provisions, process adjustments, and to expedite any problems in receiving benefits.
6. Assist in the management of self-funded group health and dental plans.
7. Coordinate training initiatives for employees and management staff including professional development training, safety training and annual safety testing.
8. Assist with completion of new employee orientation and employee onboarding activities.
9. Assist in the creation, development, and update of policies and procedures and employee handbook.
10. Provide day-to-day employee and management support on all human resources related issues including employee relations, leave requests, and benefits.
11. Participate in the creation and administration of a performance evaluation system.
12. Interpret policies, procedures, collective bargaining agreements and Federal and State human resources and labor statutes, rules, and regulations; advises department heads, managers, and supervisors in their application.
13. Research and prepare analysis on legislation, regulation, and law changes to determine impact on the Village.
14. Assist in maintenance of HRIS application; process transactional HR activities in HRIS and Financial systems.
15. Maintain accurate and detailed records and prepares routine and special reports.
16. Serve as a member of the Safety and Wellness Committee and attends any other meetings as assigned. Coordinate employee wellness initiatives (E.g. Health Fair, Lunch and Learns).
17. Develops and implements employee education and marketing materials on benefits, wellness and HR initiatives.
18. Other duties as assigned.

11. Ability to collect and analyze data objectively and to prepare recommendations.

Minimum Qualifications

1. Requires a Bachelor's Degree in Human Resources, Labor or Industrial Relations, Business or Public Administration, Social Sciences, a related field.
2. At least three (3) years of professional work experience in human resources administration including employment, wage and salary administration, labor relations, or a closely related field, preferably with a Wisconsin public sector municipality or county government.
3. Valid Wisconsin Driver's License.

A combination of equivalent experience, education, or professional training that provides the necessary knowledge, skills, and abilities to successfully perform the essential functions of the position as determined by Human Resources may be considered.

Additional Preferences:
1. Prior experience working with NeoGov Recruiting (Insight) for recruitment and selection in HR role.
2. Prior experience with self-funded health and welfare plans as well as FMLA leave processing.
3. Advanced knowledge and ability to use Microsoft Excel.

Prior to hiring, the successful candidate will be subject to work/education/certification reference(s) verification, criminal background, drug screen, and driver's license check.


Supplemental Information

Pay Information:
This is full-time FLSA exempt position. The full pay range of the position is $76,377.60 - $109,262.40. It is not typical for someone to be hired at or near the top of the salary range. The specific compensation offered to a candidate is reviewed and based off a variety of factors including skills, qualifications, experience, certifications, and internal equity.
Work Schedule:
This position will work first shift hours. Standard Village Hall work hours are Monday - Friday, 8am - 4:30pm.

PHYSICAL REQUIREMENTS
This position requires extreme accuracy, prolonged sitting in the performance of daily duties, and frequent repetitive keyboarding motion for preparing reports and other documents. The position also requires walking and some standing and lifting of boxes. Must be able to travel occasionally as needed.
The equipment required to be used for this position includes a phone system, desktop computer, copy machine, and scanner.
