Title: Subcontracting Manager- External

Summary of Position

The Subcontractor Manager position requires extensive knowledge of Disaster Response/Recovery Operations, commonsense negotiating and diplomacy, federal procurement regulations, Incident Command Structure, FEMA, the ability to take initiative and to interface with Ceres leaders and subcontractors at all levels. Top-notch interpersonal skills, self-motivation, organizational skills, attention to detail are required. This is a fast-paced, reactive environment with evening and weekend work required on an as-needed basis. Your day-to-day schedule must be flexible.

Duties and Responsibilities



  • Develop and maintain strategic, strong relationships with subcontractors.
  • Interface with various Ceres field managers as Ceres managers maintain their own subcontractors.
  • Work with Administrative Subcontractor Manager to establish, assign, and maintain stand-by status of subcontractors per pre-event contract.
  • Plan subcontracting recruiting/education events in high contract volume areas and areas with specific subcontracting goals identified.
  • Attend Hurricane Conferences and other key conferences to recruit and meet subcontractors.
  • Periodical visits and recruiting missions for top-level subcontractors to ascertain capabilities, equipment availability, and past performance info.
  • Maintain verbal communications with subcontractors.
  • Execute post-event evaluations of subcontractor performance with field personnel with office staff and operations.
  • Develop and execute training programs for subcontractors.
  • Maintain verbal communications with subcontractors during slower seasons.
  • Help Subcontracting Manager ensure timely delivery of subcontractors to disaster recovery events with proper quantities of both human and equipment resources.
  • Establish key subs, use of local address/facility as a Ceres' field office/address.
  • Perform clerical work as needed.
  • All other duties/responsibilities as assigned by supervisor, Director of Administration and Director of Disaster Response.



Minimum Education and Experience:




  • 5+ years' experience working in a disaster recovery/construction environment with subcontractors.
  • Must be dependable, energetic, and ambitious.
  • Knowledge of MS Word, Excel, Access, and Internet.
  • Must have great interpersonal and negotiation skills.
  • Ability to travel 50%-80% of the time.



Desired Qualifications:



  • Experience in disaster response or construction industry.
  • Experience in business operations or sales.


Knowledge, Skills and Abilities:



  • Expert-level skills in Microsoft Office, including Word, Excel, PowerPoint and SalesForce/CRM.
  • Extremely strong organizational, follow-through, and time management skills coupled with a process-driven approach and attention to detail to manage large projects with multiple moving parts
  • Superior communication skills, oral and written, to get inputs from team members in order to meet deadlines
  • Solid planning and critical thinking skills; Ability to think "outside the box."
  • Ability to work collaboratively and effectively as a team member, as well as independently, while adhering to strict deadlines


Physical Demands:

While performing the duties of this Job, the employee is regularly required to sit; use hands to finger, handle, or feel and reach with hands and arms. The employee is occasionally required to walk and talk or hear. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.

Work Environment:

Field and construction site environment work environment, with travel all over the US and territories. Also, moderate noise typical of an office setting such as computers, printers, phones, and light customer traffic.
