Job DescriptionThe Manager of Business Services supports strategic decision-making, operational excellence, and process improvement across the External Relations Division. This role synthesizes data and research to provide actionable insights and recommendations, supports project and process management, and is a subject-matter expert in business tools, platforms, software, and reporting systems. The Manager plays a key role in identifying needs, developing action plans, visualizing data for executive decision support, and leading initiatives that enhance efficiency, standardization, and innovation across the division. The Manager develops scalable solutions, codifies best practices, and supports innovation, collaboration, and standardization across departments. Essential Functions
  • Employee will demonstrate TSTC Core values of Excellence, Accountability, Service and Integrity with internal and external stakeholders, customers, students and members of the community.

  • Lead the Business Services project management function with a focus on process improvement, standardization, and alignment across departments. Identify opportunities for greater efficiency and codify best practices to support scalable solutions and operational consistency.

  • Contribute to innovation and continuous improvement efforts across the division by leading special projects focused on automation, workflow enhancements, and operational design that align with divisional goals.

  • Synthesize data and research to deliver strategic insights and actionable recommendations to division leaders. Partner with stakeholders to identify needs, develop action plans, and present findings in clear, digestible formats that support both strategic direction and operational goals.

  • Respond to research and information requests from senior leaders, including the Vice Chancellor, in support of strategic initiatives, proposals, drafting talking points, and high-impact projects.

  • Translate complex data into accessible visual and written reports for presentations, proposals, special projects, and leadership communications. Support the development of data storytelling tools that guide decision-making and highlight performance outcomes.

  • Develop and maintain advanced spreadsheets and databases using custom formatting, formulas, and logic to support high-functioning, user-friendly business tools tailored to divisional workflows and reporting requirements.

  • Proactively identify and implement innovative opportunities to improve operational efficiency, user experience, and data quality through enhancements to platform functionality, workflows, and integration. Serve as project lead for platform and software implementations across the division.

  • Coordinate with other stakeholders to ensure consistency and data integrity between platform workflows, business processes, and data practices. Standardize platform forms and templates and drive consistency in platform usage across the division to reduce duplication and enhance overall system effectiveness.

  • Interpret and analyze business needs to define clear, complete, and actionable functional technology requirements; collaborate with OIT and other stakeholders to perform necessary application configuration changes for platforms and related projects to ensure alignment with user expectations and operational goals.

  • Partner with Data & Analytics and ERD departments to support the design and execution of surveys and feedback tools (e.g., Employer Engagement Survey, Graduation Surveys, and other external surveys).

  • Build strong relationships and partner across matrixed teams-including OIT, Data & Analytics, Communications & Creative Services, and all ERD departments-to solve problems, co-develop innovative solutions, and promote user-centered best practices.

  • May supervise the work of, or directly manage, others on the Business Services team at the direction of the department lead.

Education, Experience, & Skills Required Qualifications
  • Bachelor's degree required in relevant field.

  • 3 years of successful experience in managing multiple projects from planning to implementation required.

  • 2 years of demonstrated experience in data visualization, spreadsheets, and research required.

  • 1 year of progressively responsible experience developing, codifying, and deploying shared business service capabilities in support of operations.

  • 1 year of required experience in higher education, workforce development, or state government.

  • Strong analytical and research skills, with the ability to collect, interpret, and synthesize data and information from various sources, identify patterns and trends, and present findings in a logical and coherent manner. Proficiency in creating reports, spreadsheets, and presentations to effectively communicate findings and recommendations.

  • Ability to lead and manage multiple concurrent projects division-wide.

  • Excellent written and verbal communication skills to interact effectively with internal and external stakeholders. Ability to draft professional communications, prepare reports, and deliver presentations.

Preferred Qualifications
  • 4 years of successful experience in managing multiple projects from planning to implementation preferred.

  • 3 years of demonstrated experience in data visualization, spreadsheets, and research preferred.

  • 2 years of progressively responsible experience developing, codifying, and deploying shared business service capabilities in support of operations.

  • 2 years of required experience in higher education, workforce development, or state government.

  • Project Management Certification preferred.

  • Proficient in technology-based administrative systems. Preferred expertise in Google Suite, Spreadsheets, Higher Education Software, and Project Management Platforms.

Relevant experience may be considered in lieu of a degree, except in cases where a specific degree is required to meet accreditation standards, licensure requirements, or other legislative or regulatory obligations. This includes, but is not limited to, certain faculty positions and staff roles governed by state or federal educational mandates.

Work Environment & Additional Information
  • This is an on-campus position that requires employees to be physically present at a campus location at least three days per week

  • This role may require occasional travel to different office locations and events

  • This position is full time, requiring a standard 40-hour work week

  • This role is classified as salaried, exempt under the Fair Labor Standards Act (FLSA)

  • This position is not ORP eligible
