THE POSITION The Commonwealth of Pennsylvania is seeking a Head of Product Management to help lead Pennsylvania's newly created Commonwealth's Office of Digital Experience Pennsylvania (CODE PA). DESCRIPTION OF WORK The Head of Product Management is an integral part of the Commonwealth's Office of Digital Experience Pennsylvania (CODE PA). This position will: Drive all aspects of the product development process through execution and delivery-from strategy and vision, to discovery and experimentation, to launch Build, develop, and facilitate high-performing product management teams, ensuring that products meet the needs of constituents Drive cross-functional alignment and progress, directly managing a team of Product Managers working across products Understand and interpret data, defining metrics related to product performance and continuously tracking them Develop strong, trusted relationships with stakeholders to understand their challenges and constraints in a unique, public-sector environment and ensure stakeholders have a shared understanding of product objectives, goals, metrics, and strategy Support your team in working as members of a cross-functional, multi-disciplinary team. Participate in constructive discussions, openly share knowledge, and demonstrate value others' contributions Provide visibility into each project's progress, communicate blockers and challenges, and ask for help when needed Provide strategic leadership. Represent product managers in the senior leadership team's discussions, and communicate information back to the team. Promote transparency in how decisions are made Provide coaching, mentorship, and professional development opportunities. Work Schedule and Additional Information: Full-time employment Work hours are 8:30 AM to 5:00 PM, Monday - Friday, with a 60-minute lunch. Telework: You may have the opportunity to work from home (telework) part-time, sometimes reporting in office for meetings and trainings. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. You will receive further communication regarding this position via email. REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY QUALIFICATIONS Four or more years of full-time product management experience, with a focus on building and growing products, platforms, or services at scale; and Experience creating a compelling product vision, roadmap and goals based on research; and guide technical execution to achieve the vision; and Experience making data-driven decisions and building, measuring, and using data to inform product strategy. Additional Requirements: You must have experience with all of the following: Experience building alignment with stakeholders Experience leading vision, direction, and roadmap for a product, platform, or service Experience managing individuals Experience with iterative or agile development methodologies Experience communicating complex information or ideas in an effective manner to foster understanding and acceptance of findings and recommendations You must be able to perform essential job functions.
