The Y-12 Subcontract Technical Representative (STR) Engineering Manager position, reporting to a Senior Manager within the Mission Engineering Division, is responsible for providing leadership and oversight to the Task STR's in Y12 Projects Engineering. Manager will assign and lead STR's to support Project Engineers and Mission Engineering Subject Matter Experts (SME's) preparing SOW's for work to be subcontracted for multi-discipline projects, coordinating engineering procurements, and overseeing related engineering service contracts. Manager's group will support all Task STR activities from planning projects through design, construction, readiness and closeout. Responsible for managing STR budgets and schedules and providing high-quality and consistent Statements of Work and other documents. Manager is responsible for technical development of employees, time management, leadership and responsiveness to the overall organization. Accountable for maintaining safe working conditions, safety awareness, establishing goals and expectations, and maintaining appropriate staffing levels to support forecasted and emerging workload. Reviews all organization deliverables for quality and to ensure all project requirements are met. Candidate must have demonstrated ability to: a) manage personnel to meet schedules and labor estimates; b) identify and trend project changes in scope; and c) provide high-quality output documents. Must have knowledge of CNS subcontracting procedures and principles. Must be familiar with submittal review process and procurements of engineering services and engineered equipment. Successful candidates hired into a higher career level than the minimum in the range must meet the requirements listed in the job leveling charts for the career level into which they are being hired.
If a range of Career Levels is posted, i.e., Senior Associate to Senior Specialist, internal applicants already in one of the Career Levels would come across at their current Career Level. Internal applicants currently in a lower level Career Level would move to the lowest posted Career Level.
Requires a Q clearance; however all qualified candidates will be considered regardless of their current clearance status. The ability to obtain and maintain a Department of Energy Q clearance is required.
This position may require entry into the Material Access Areas (MAA) and participation in the Human Reliability Program (10 C.F.R. Part 712), which requires successful competition of a DOE counterintelligence evaluation and may include a counterintelligence-scope polygraph examination.
