The DCS Air & Space Technology (AST) Sector is seeking a knowledgeable and proactive Technology Transfer Specialist to support extensive high visibility Modeling, Simulation, and Analysis (MS&A) efforts. As a member of our team in Dayton, OH, you will support the transition and transfer of AFSIM Model Management Office (MMO) products and services in coordination with the Office of Research and Technology Applications (ORTA) and relevant stakeholders. This role involves navigating a complex landscape of intellectual property, export control, security cooperation, and government-industry partnerships.

Essential Job Functions:

Support the development and execution of strategies to transition or transfer MMO technologies by assessing market potential, foreign releasability, and managing associated intellectual property plans.

Coordinate and support technology transfer agreements across U.S. and international partners, ensuring terms align with policy and strategic objectives.

Facilitate export license requests and ensure technology transfers comply with ITAR, EAR, and national security regulations.

Assist in planning and managing international cooperation programs, aligning agreements and initiatives with U.S. defense and foreign policy goals.

Required Skills:

Due to the sensitivity of customer related requirements, U.S. Citizenship is required.

Ability to obtain a Secret security clearance.

At least a High School diploma with at least 5 years of related work experience.

Applicants selected will be subject to a U.S. Government background investigation and must meet eligibility requirements for access to classified information: eligible to attain a Secret level U.S. DoD security clearance.

At least 3 years of experience in technology transfer, IP management, export compliance, or related areas-preferably supporting government or defense organizations.

Familiarity with ORTA functions, FAR/DFARS, and federal technology transfer regulations (e.g., Bayh-Dole Act, Stevenson-Wydler Act).

Knowledge of export control regulations (e.g., ITAR, EAR) and international technology cooperation frameworks.

Excellent communication, negotiation, and coordination skills.

Ability to analyze complex legal, technical, and strategic issues and translate them into actionable transfer pathways.

Desired Skills:

Active U.S. DoD security clearance, Secret or higher.

Familiarity with Advanced Framework for Simulation, Integration and Modeling (AFSIM) and its application within the DoD environment.

Experience managing agreements involving dual-use technologies, software, or modeling & simulation tools.
