Overview

The Director of Preconstruction at William Charles Electric is a strategic leader responsible for overseeing all preconstruction activities related to electrical and civil construction projects. This includes client engagement, contract negotiations, estimating oversight, risk management, and the planning and execution of preconstruction deliverables. The Director will lead the development and continuous improvement of preconstruction and risk management processes, ensuring alignment with company goals and industry best practices.

This role requires deep expertise in electrical systems and construction, strong leadership and mentoring capabilities, and the ability to collaborate across departments including engineering, procurement, operations, and business development. Projects include underground and overhead facilities, lighting, signals, and ITS in the Renewables, Highway, Rail & Ports, Industrial and High Voltage sectors with various contracting methods including Design-Bid-Build, Design-Build, EPC and CMGC/CMAR.


All staff within the Preconstruction Department shall report directly to the Director, and the Director shall be responsible for managing, coordinating, and evaluating such staff's work and performance.

This role can be based on our Rockford, IL or Indianapolis, IN office.

Responsibilities

Leadership & Department Management
    Lead, mentor, and manage the Preconstruction Department, including remote and on-site staff.
  • Develop and implement department protocols for estimating, design management, procurement, and project development.
  • Represent William Charles Electric in client meetings and business development efforts.
  • Collaborate with company executives to support strategic planning and growth initiatives.
Estimating & Bid Management
  • Oversee and support the preparation of accurate and competitive electrical estimates.
  • Review RFPs and design documents to ensure complete understanding of scope.
  • Lead conceptual and detailed budgeting efforts for complex projects (e.g., EV, semiconductor, food & beverage facilities).
  • Coordinate with internal teams and subcontractors to ensure accurate pricing and scope coverage.
  • Manage vendor relationships with engineering and subcontractor partners.
Contract Negotiation & Documentation
  • Lead contract reviews and negotiations in collaboration with the customer, legal, estimating, and project management teams.
  • Ensure alignment between scope of work, engineering, and construction schedules.
  • Oversee the development and finalization of all contract exhibits and supporting documentation.
Preconstruction Planning
  • Ensure team is identifying and implementing industry best practices- Coordinate engineering starts and long-lead procurement with relevant departments.
  • Assist team in preparing schedules
  • Provide value engineering evaluation for conceptual designs
  • Conduct constructability reviews with a focus on electrical systems integration.
Risk Management
  • Lead risk identification and mitigation planning throughout the preconstruction phase.
  • Maintain and update project risk registers and ensure mitigation strategies are executed.
  • Utilize risk management software and tools to track and manage project risks.
Process Improvement & Compliance
  • Implement and continuously improve standard operating procedures for preconstruction and risk management.
  • Conduct internal audits to ensure compliance with company standards.
  • Support the development of estimating tools, cost databases, and benchmarking systems.


Qualifications

Qualifications
  • Bachelor's degree in Electrical Engineering, Construction Management, or related field (or equivalent experience).
  • 10-15+ years of experience in electrical construction, with a strong background in estimating and preconstruction leadership.
  • Proven experience in managing teams, mentoring staff, and leading complex projects.
Knowledge, Skills, and Abilities
  • Deep understanding of electrical construction methods, codes, and industry standards.
  • Proficiency in Microsoft Office, Procore, Viewpoint, B2W, and Bluebeam.- Strong analytical, organizational, and communication skills.
  • Ability to manage multiple projects in a fast-paced environment.
  • Experience with conceptual budgeting, value engineering, and design-build delivery.
  • Willingness to travel as needed for project and client support.
