Key Responsibilities:



  • Analyze and develop complex policy issues for senior-level officials.
  • Ensure that essential functions are continued during emergencies, disruptions, or catastrophic events.
  • Ensure compliance with of National Continuity Policy, the National Continuity Policy Implementation Plan (NCPIP), Federal Continuity Directives (FCDs) 1 and 2, DoD Instruction (DoDI) 3020.42, and DoD Directives (DoDD) 3020.26 and 3020.44 or successor documents.
  • Establish COOP plans, procedures, and protocols to ensure continuity of essential functions during emergencies.
  • Conduct risk assessments and business impact analyses to identify critical functions and dependencies.
  • Monitor and update COOP plans to reflect changes in federal policies, agency operations, and emerging threats.
  • Develop and deliver COOP training programs
  • Participate in COOP exercises (tabletop, functional, full-scale) to test effectiveness of continuity plans
  • Evaluate exercise outcomes and implement corrective actions.
  • Collaborate with internal and external stakeholders, including federal agencies, state and local governments, and private sector partners, to ensure seamless coordination during continuity operations.
  • Maintain accurate and up to date COOP documentation, including plans, procedures, and after-action reports.
  • Execute COOP plans during actual continuity events.
  • Support recovery efforts to restore normal operations following disruptions.


Basic Qualifications:



  • B.S. degree in related discipline and 10 years of experience in federal COOP programs.
  • Demonstrated experience developing and executing COOP programs for federal agencies or large organizations.
  • In depth understanding of National Continuity Policy, FCD-1, FCD-2 and other federal continuity requirements.
  • Experience working in an operation's center environment.
  • Familiarity with sharing information among external agencies and distributing information to appropriate personnel.
  • Experience reporting on homeland security topics, national security emergencies, natural disasters and National Special Security Events (NSSE).
  • Proficiency in Microsoft Office Suite.
  • Excellent communication and interpersonal skills, with the ability to engage effectively with stakeholders at all levels.
  • U.S. citizenship, ability to obtain/maintain a TOP SECRET security clearance, and must be eligible for TS/SCI.


Preferred Qualifications:



  • Master's Degree.
  • Experience working with federal agencies.
  • Familiarity with interagency coordination and the National Incident Management System (NIMS).
  • Strong analytical and problem-solving skills, with the ability to adapt to dynamic situations.
  • FEMA Level I or Level II Professional Continuity Practitioner, Associate or Certified Business Continuity Professional, Certified Emergency Manager, or completion of the FEMA National Emergency Management Basic Academy or equivalent.
  • FEMA Emergency Management Institute (EMI) certification in continuity planning (e.g. IS-546, IS-547, IS-548).
