We're seeking a driven Agile Business Analyst to join our collaborative and forward-thinking team (50 members). Work at the intersection of technology, finance, and mission delivery, architecting meaningful changes for a high-impact, multimillion-dollar government data platform. Position Summary As Agile Business Analyst, you will bridge the gap between infrastructure architecture and our cutting-edge Cost Sharing model, ushering in a new era of operational accountability. This role balances hands-on project management with performance analysis and strategic financial tracking. You'll leverage metrics, automation, and strategic frameworks like Technology Business Management (TBM) to drive impactful changes for over 100 platform tenants. You will serve as a key liaison between business stakeholders, technical teams, and leadership, facilitating storyboarding, refining backlogs, defining business processes, and overseeing project execution to ensure successful delivery of the Cost Sharing model's Initial Operating Capability (IOC).
What will you do?
- Cost-Sharing & TBM Strategy:
- Establish a TBM framework translating IT investments into measurable business outcomes.
- Align platform infrastructure with the new Cost Sharing model and TBM principles.
- Deploy the FinOps program to surface actionable insights and drive cost-saving initiatives.
- Enable user-level metric tracking across the data platform.
- Agile Requirements & Backlog Management:
- Perform story analysis, defining clear acceptance criteria.
- Lead storyboarding, story-mapping, and backlog refinement sessions.
- Ensure backlog items are concise, feasible, unambiguous, and verifiable.
- Collaborate with development teams and product owners to evolve user stories.
- Data Analytics & Platform Metrics:
- Support data analysis to measure platform efficiency and cost-effectiveness.
- Translate business objectives into technical requirements for financial tracking, user metrics, and operational accountability.
- Testing & Release Support:
- Participate in functional and regression testing.
- Assist with user-acceptance testing (UAT), release notes, and user training.
- Workflow & Process Improvement:
- Oversee the redesign and documentation of ServiceNow workflows, onboarding workflows, and operational processes to enhance user experience and expand self-service functionality.
- Program & Project Leadership:
- Manage project schedules, risks, interdependencies, and deliverables, ensuring timely IOC delivery.
- Cross-Functional Collaboration:
- Work effectively with engineering, finance, and support teams.
Do you have what it takes?
- Required:
- Must be a U.S. Citizen
- Proven experience in integrated project oversight, preferably with large-scale IT or data platform projects.
- Demonstrated success balancing program control (analytics, tracking, frameworks) with project delivery.
- Proficiency in Jira (workflow & backlog management), MS Office/Power BI (financial & performance visualization), and MS Teams.
- Experience designing or managing cost-sharing or chargeback models.
- Excellent written and verbal communication, meticulous attention to detail, proactive leadership, and a collaborative spirit.
- Experience with story analysis, user story refinement, and acceptance criteria definition.
- Experience facilitating UAT, developing test scenarios, and training materials.
- Experience with functional and regression testing.
- Preferred:
- Hands-on experience with TBM principles.
- DAWIA and Agile certification.
- Experience with distributed/remote teams.
- Experience with cloud-based infrastructure, tagging strategies, or data platform billing.
