THE POSITION

If you are eager to showcase your extensive administrative expertise and contribute positively to the Pennsylvania Emergency Management Agency (PEMA), we have an excellent opportunity for you. Join our grants management team, where you will be responsible for planning, organizing, coordinating, and overseeing federal funds allocated to PEMA through the U.S. Department of Homeland Security State and Local Cybersecurity Grant Program. This is a unique chance to collaborate with diverse groups and enhance the effectiveness of grant initiatives.




DESCRIPTION OF WORK

You will play a crucial role in formulating policies, procedures, and guidelines that align with federal and state laws for the administration of the cybersecurity grant program, which offers financial support to Commonwealth agencies and eligible local government entities. Your responsibilities will include reviewing, analyzing, and assessing the acceptability of all financial assistance applications related to the grant programs, as well as coordinating necessary revisions and updates. Additionally, you will conduct regular evaluations of program activities among grant participants to ensure compliance with state and federal objectives and guidelines, while also managing updates as needed.

You will be responsible for developing and issuing grant agreements that adhere to applicable federal and state laws, maintaining oversight throughout the Commonwealth approval process, and providing executed agreements to subrecipients. This includes initiating fund commitments through the appropriate Commonwealth systems for grant agreements and memoranda of understanding. Furthermore, you will prepare precise correspondence for signatures from supervisors, division chiefs, bureau directors, and executive staff as required, while also originating and responding to inquiries related to the grant programs. Establishing and nurturing effective working relationships with federal, state, county, and local officials will be essential to successfully managing all aspects of these grant programs.

Work Schedule and Additional Information:

  • FREE on-site parking
  • Full-time employment
  • Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch.
  • In the event of an emergency/disaster situation or training exercise, this position may be required to travel, work up to 12-hour shifts, and work outside of the normal work hours, including weekends and overnights.
  • Telework: You may have the opportunity to work from home (telework) part-time, upon successful completion of a training period. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time.
  • Salary: Selected candidates who are new to employment with the Commonwealth of Pennsylvania will receive the minimum starting salary listed on this posting. The starting salary is non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • One year as an Administrative Officer 1 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • Three years of experience in progressively responsible and varied office management or staff work, including experience in personnel management, budgeting, or procurement; and a bachelor's degree; or
  • Any equivalent combination of experience and training.
