The Metropolitan Council's Metropolitan Transportation Services (MTS) Division has one (1) vacancy for a Business Systems Analyst 2. Metropolitan Transportation Services (MTS) conducts planning for the regional transportation system that includes highways, transit, aviation, freight, and bicycle and pedestrian connections. The Metropolitan Council is the region's federally designated Metropolitan Planning Organization. MTS also provides direct transit service through contracts or partnerships with counties to deliver four major programs: Metro Mobility/ADA, Transit Link dial-a-ride, contracted regular-route bus service, micro-transit and Metro Vanpool. Contracted Transit Services has adopted the following mission statement: MTS Contracted Services delivers sustainable and operationally effective transportation and mobility choices that are reflective of and serve the needs of our diverse customer base conveniently, consistently, comfortably, and safely through effective partnerships. How your work would contribute to our organization and the Twin Cities region: The Business Systems Analyst 2 role ensures that technical solutions are being developed to satisfy business needs. The position works with the business to identify opportunities for improvement in business operations and processes; are involved in the design or modification of business systems; gathers, documents, and analyzes business needs and requirements; documents the functional design of systems; and may help test systems and create system documentation and user manuals.
Notes: This position is eligible for a hybrid (both remote and onsite) telework arrangement. Candidate's permanent residence must be in Minnesota or Wisconsin.

What you would do in this job
-
- Work with internal and external business partners to align technology solutions with business strategies.
- Support moderate to highly complex business processes by developing and documenting procedures, and developing contract oversight resources.
- Implement business process changes, and business process redesign and documentation as needed for new technology and reorganization of contract oversight personnel.
- Elicit, analyze, document, and manage business requirements for use in business cases, project plans, inform operating procedures, and business workflows.
- Analyze operations to understand their strengths and weaknesses to determine opportunities for improvements.
- Provide technical assistance on bus based technology system use; troubleshoot and respond to operational problems and client request for assistance.
- Perform configuration and modification of systems in interface tools.
- Coordinate with Council IT to ensure network capacity is available and functioning as expected.
- Track and document change for functional and business specifications; write procedures for record and use in training.
- Coordinate with transit service contractor and technology contractor to schedule technology installations and removals, to include cameras, network equipment, and other bus based technology.
- Serve as point of contact for law enforcement video requests.
- Review, prepare, and deliver reports.
- May work with information services staff in the analysis, design, configuration, testing and maintenance of systems.
- Analyze business processes and procedures to recommend best practices for improving business processes using information systems.
- Read and keep up to date on business functional areas to understand system requirements.
- May provide work direction on a limited basis.
- Act as bus camera system subject matter expert.
- Serve as point of contact for continuity of operations, and when manager is out of the office.
- Other related duties as assigned.

What education and experience are required for this job (minimum qualifications)
-
Any of the following combinations of experience (analyzing business processes) and completed education (degree field of study in Management Information Systems, Business Administration, or a related field).
- High school diploma/GED with seven (7) years of experience
- Associate degree with five (5) years of experience
- Bachelor's degree with three (3) years of experience
What additional skills and experience would be helpful in this job (desired qualifications):
- At least three (3) or more years of experience and excellent skills using MS Office suite.
- At least three (3) or more years of experience with electronic device network configuration.
- Experience providing technical system support to employees and sharing knowledge of device network configuration and analysis techniques with other staff.
- Experience identifying and documenting department process gaps for process improvement and job profile creation.
- Experience in supporting software vendors design workflows that meet business strategies and regulatory requirements.
- Experience in project management working to meet different stakeholder requirements.
- Experience promoting an equitable, positive, and respectful work environment that values culture and diversity among all employees.
What knowledge, skills, and abilities you should have within the first six months on the job:
- Knowledge of goals, operating procedures, workflow and regulations.
- Knowledge of workflow analysis and simplification techniques.
- Intermediate skills in Microsoft Office (Word, Excel, PowerPoint).
- Ability to read, analyze and interpret professional journals, technical procedures and government regulations.
- Ability to write reports, business correspondence and procedure manuals.
- Ability to interpret and apply mathematics and statistical methods and procedures.
- Excellent oral and written communication skills.

Union/Grade: AFSCME / Grade G FSLA Status: Exempt Safety Sensitive: No Note: Although the full salary range is displayed, the hiring salary will be determined based on the final candidate's qualifications, the Council's internal pay structures, and our total compensation package for the position. Work Environment: Work is performed in a standard office setting. May require travel between priority work sites to other sites. What steps the recruitment process involves:
