General Responsibilities |
Employee is responsible for the fiscal management and oversight of certain finance office functions. Manages and supervises professional finance office staff and includes oversight of work related to: general ledger, audit, grant accounting and reporting, accounts payable, fixed asset accounting and the front office area. Employee is responsible for cash management and controls. Employee is responsible for all aspects of capital project accounting. In the absence of the Director of Budget and Finance, employee may assume temporary role of duties in this position. |
Work Performed |
Employee will work in coordination with the director of budget and finance and the director of procurement to maintain the integrity of the accounting processes (
GAAP), internal controls, and the budget. Responsible to review, verify, and ensure proper accounting of all transactions related to areas assigned and assist with other areas within finance as needed. Employee assists with the maintenance of the chart of accounts.
Employee is responsible for cash management and controls, including banking, investment management, and credit card processing management for college accounts. Responsible for managing online banking. Employee will be the primary point of contact for external banking relationships and will manage those banking relationships.
Employee is responsible for preparation of all internal and external communication and reporting of capital project accounting, including audit reports and the coordination between internal staff and external parties, including state and county representatives, and college and county auditors.
Responsible for the coordination of payments between the college, the county, the state, and other external parties related to all capital projects. Includes the preparation of state billing for the purpose of reimbursing the county and/or college.
Employee will review and approve input of the capital project file for accuracy and completeness.
Work in conjunction with the Finance Technology and Reporting Manager in utilizing querying software to develop, implement, and maintain overall finance department reporting and project needs, assuring success with multi-engagements. In coordination with IT, oversees accounting systems access and controls.
Employee will identify and implement process improvements to increase efficiency in the areas assigned.
Responsible for computerized accounting systems implementations, updates and related modifications of policies and procedures.
Responsible for the oversight of legal and compliance policies and procedures for areas assigned.
Responsible for the oversight of accounts payable department including review of annual 1099 tax filings. Will assist with the preparation of the college's 990T tax filing.
Responsible for review and revision of the college's policies and procedures related to finance office oversight.
Assists with the annual close out process and year-end projection analysis.
Assist college constituents with financial statement information and non-routine issues.
Prepares financial reports, surveys, state and federal reports as required.
Coordination of the annual audit and oversight of the preparation of the work papers for areas assigned.
Responsible for the internal accounting controls of areas assigned.
Responsible to monitor vital signs for the areas assigned and assist with office wide vital sign reporting.
Performs and assists with the training provided by the finance department.
Responsible to review and modify, in order to keep current, all finance information on the web and portal.
Responsible for hiring and directing staff for the areas assigned in the finance department.
Employee oversees and reviews outcomes of subordinates.
Performs additional duties as assigned.
