Location: Arlington VA ( hybrid )

Clearance: DOD Secret or Higher

Requirements

The Portfolio Manager shall serve as ITD's PfM Branch's direct support contractor POC and support initiatives aimed at improving the IT capabilities by upgrading its systems, processes, skills, and knowledge, allowing it to perform more effectively and efficiently in supporting business operations. The Portfolio Manager shall provide expertise in portfolio and program support, project planning, task management, and control; including demonstrated use of project scheduling, cost management, change management, and tracking tools. The Portfolio Manager shall become familiar with Capital Planning and Investment Control (CPIC), budget and assorted data requests and responses, the Enterprise IT Strategic Plan, the ITD Operating Plan, and agency level reporting requirements. The Portfolio Manager shall maintain the required Project Management Certification throughout the period of performance. The Portfolio Manager has direct past experience within two (2) years of a candidate being on-board in the position.It is required that the Portfolio Manager has the following qualifications:

  • Possess a Bachelor's degree or equivalent number of years' experience in IT, Computer Science, Information Systems, Business Management, (or a related field at time of proposal submission).
  • In lieu of a Bachelor's degree, possess a minimum of eight (8) years of experience providing Portfolio Management experience to include Program and Project Management activities similar to the work described in this call order, and compliance with industry best practices.
  • Possess a current Project Management Certification (example: PMI PMP Certification).

It is desired that the Portfolio Manager has the following qualifications:

  • Possess an Agile certification from a recognized certification authority at time of proposal submission.
  • Knowledge of federal budget process (to include CPIC, Technical Business Management (TBM) Framework, and Federal Information Technology Acquisition Reform Act (FITARA), cost-benefit analysis (to include BPA/BCA/AoA experience), the Procurement Life Cycle, Federal Acquisition Regulations (FAR), and the Federal Risk and Management Program (FedRAMP).
  • Working knowledge of IT equipment, enterprise applications, networking concepts, database and commercial of the shelf (COTS) software, cloud platforms (PaaS, IaaS, SaaS, etc.), and IT infrastructure functionalities.
  • Expert proficiency with Microsoft Office Suite - Excel, Word, PowerPoint, and Visio
