Location: Colorado Springs, CO (United States Air Force Acacemy)

Type: Exempt

Work Schedule: Full Time, Day Shift

Compensation: $110,000 - $125,000 Annually, dependent on experience

Tessera is seeking a highly experienced and mission-driven IT Manager to lead and oversee all aspects of information technology operations supporting the Utilities Department and broader infrastructure at the United States Air Force Academy. This role is responsible for managing a multidisciplinary team of technicians and analysts who maintain SCADA, EMCS, fire alarm systems, and cybersecurity protocols. The IT Manager ensures operational excellence, regulatory compliance, and the secure stewardship of both Tessera-managed and government-owned assets.

Typical duties include but are not limited to:

Core Leadership Responsibilities:

  • Develop a strong understanding of AbilityOne and SourceAmerica programs.
  • Uphold and embody Tessera's core values.
  • Align team goals with Tessera's value proposition, ensuring highly engaged employees contribute to customer satisfaction.
  • Identify and mitigate safety hazards on job sites through effective risk controls and utilize Activity Hazard Analysis (AHA).
  • Conduct root cause analyses to promote a safe working environment and maintain adherence to Tessera's Accident Reporting process.
  • Foster positive client interactions using effective interpersonal skills, demonstrating respect, empathy, and responsiveness.

Essential duties:

  • Lead and mentor IT staff managing SCADA, EMCS, fire alarm systems, and Tier I/II support
  • Oversee diagnostics, programming, and maintenance of PLCs, HMIs, RTUs, and instrumentation
  • Ensure compliance with NFPA 72, UFC 3-601-02, and DoD cybersecurity standards
  • Manage EMCS operations to optimize HVAC and energy performance
  • Supervise cybersecurity assessments, threat monitoring, and protective measures
  • Maintain regulatory reporting, SOPs, system logs, and asset documentation
  • Coordinate with engineers, vendors, and USAFA stakeholders on technology upgrades
  • Ensure lifecycle management and security of Tessera and government IT assets
  • Respond to emergencies and manage after-hours support rotations
  • Drive infrastructure upgrades, disaster recovery planning, and preventive maintenance
  • Promote safety, innovation, and continuous improvement across all IT operations

Qualifications:

  • Bachelor's degree in Information Technology, Computer Science, Engineering, or related field (Master's preferred)
  • 7+ years of progressive IT experience, including 3+ years in a supervisory or management role
  • Strong knowledge of ICS/SCADA systems, EMCS platforms, fire alarm standards, and OT cybersecurity
  • Proficiency in programming languages (C, C++, Python, Java) and operating systems (Windows, Linux, RTOS)
  • Familiarity with CAD software and technical documentation standards
  • Experience managing government assets and ensuring compliance with DoD cybersecurity policies
  • Excellent leadership, communication, and organizational skills
  • Relevant certifications such as CompTIA Security+, NICET Fire Alarm Systems, ISA/IEC 62443, or CCST preferred

  • Must have the perseverance to work effectively under pressure for extended periods of time.

Requirements:

  • Must be eligible to obtain and maintain a Secret clearance for this postion.
