Project Manager - Geospatial Information Technology Modernization
Position Summary
The Project Manager will lead, plan, and oversee the USCG Iceberg Analysis and Prediction System (BAPS) Modernization Phase 2. This leadership role requires expertise in implementing advanced geospatial information systems (GIS) and IT solutions with a focus on homeland security, law enforcement, and emergency management applications. The Project Manager is responsible for delivering a cyber-secure, Section 508-compliant, interoperable, and operationally robust geospatial system, directing a multidisciplinary team, and managing all phases of the project's life cycle.
- Leadership & Team Management
- Direct 5-10 member technical teams, serving at times as the overall project lead and, as required, as a small-team lead (3-4).
- Allocate and coordinate resources across concurrent workstreams to optimize performance.
- Foster a collaborative environment consistent with government and contractor best practices.
- Mentor, coach, and supervise technical and administrative personnel.
- Project Delivery
- Manage full project life cycle, including planning, execution, monitoring, and closing, using industry best practices.
- Employ Agile (Scrum), Waterfall, or hybrid methodologies, as appropriate, ensuring the project meets objectives within scope, schedule, and budget.
- Develop, maintain, and report on project plans, schedules, milestones, risks, quality, and deliverables.
- Technical Oversight
- Oversee the technical design, development, and deployment of upgraded geospatial solutions using ESRI ArcGIS Pro, Python, client-server architectures, and modern data interfaces.
- Ensure the new BAPS system maintains compatibility with CIS, adheres to current Client/USCG cyber and enterprise architecture standards, and fulfills daily operational requirements.
- Direct systems integration, database migrations (Oracle to SQL Server), and environmental data ingestion procedures.
- Lead operational and acceptance testing, user training, and rollout activities.
Qualifications
- Education:
- Bachelor's degree in Computer Science, GIS, Engineering, Management Information Systems or similar discipline (Master's preferred).
- Experience:
- Minimum 8 years' specialized experience with a Bachelor's, or six years with a Master's. Twelve years' total relevant experience strongly preferred.
- Proven leadership in managing mid-to-large scale teams (3-10+) and project portfolios of similar scope/complexity within federal or homeland security domains.
- Documented experience delivering IT geospatial solutions using modern enterprise tools.
- -Demonstrated expertise with industry best practices (e.g., PMP, Agile/Scrum, CSM certification(s) strongly desirable).
- Technical Proficiency
- In-depth knowledge of ESRI ArcGIS Pro, ArcMap, Python, SQL Server, and modern data formats.
- Experience with IT systems integration, interface specification, and operational systems testing.
- Security & Compliance
- Understanding of Client, NIST, and USCG cybersecurity, data privacy, and operational security directives.
- Demonstrated success in managing Section 508-compliant system deliverables.
- Communication
- Superior written and oral communication skills.
- Proven ability to interface effectively with technical and non-technical stakeholders, including executive government leadership.

- US Citizenship required.
- Must be able to successfully obtain and maintain a Client/USCG low-risk (SF-85) background check as a condition of assignment.
