Summary: The Human Resources (HR) Specialist Lead provides advanced support in federal retirement and benefits, assisting IRS employees with retirement counseling, application processing, and benefits navigation. This role requires a solid understanding of federal retirement systems, including CSRS and FERS, and the ability to handle moderately complex retirement scenarios with accuracy and professionalism. The incumbent will work closely with employees to verify service history, calculate annuity estimates, and ensure retirement applications are complete and compliant with OPM guidelines. This position is subject to a defined option period of six (6) months. Continued employment beyond the initial term is contingent upon contract requirements and performance.
Responsibilities
Essential Job Functions:
- Lead activities of staff engaged in federal retirement casework, ensuring adherence to agency standards and timelines.
- Provide technical guidance, mentoring, and performance feedback to junior retirement specialists.
- Monitor team workload and coordinate assignments to meet service level expectations.
- Assist in developing and implementing procedures for tracking work progress and reporting to management.
- Counsel employees on retirement eligibility, annuity options, and benefits under CSRS, FERS, and other federal systems.
- Guide employees through crediting military and civilian service, including deposit and redeposit calculations.
- Advise on implications of waiving retired military pay and procedures for making service deposits.
- Support employees in completing and submitting OPM retirement forms accurately and on time.
- Review and verify retirement packages submitted by IRS employees for completeness and accuracy.
- Ensure compliance with OPM guidelines and agency-specific protocols.
- Access and analyze employee records using eOPF, GRB Platform, HRConnect, and TIMIS.
- Confirm service computation dates (RET-SCD) and resolve discrepancies in retirement coverage (e.g., RCC, FERCCA).
- Respond to employee inquiries via email and phone, providing clear guidance on retirement processes and benefits.
- Deliver status updates and assist employees with navigating retirement systems and documentation requirements.
Qualifications
Necessary Skills and Knowledge:
- Strong understanding of federal retirement systems, laws, and procedures.
- Proficiency in GRB, ORA, eOPF, HRConnect, and TIMIS.
- Excellent communication and interpersonal skills, with the ability to lead and counsel effectively.
- Ability to manage sensitive cases with discretion and professionalism.
Minimum Qualifications:
- Minimum of four (4) years of federal retirement experience within the last ten years.
- Demonstrated experience in retirement counseling, annuity estimation, and application processing.
Preferred Qualifications:
- Bachelor's degree in a related field.
- Prior experience leading HR professionals in a federal retirement context.
