The Government Guaranteed
Lending Operations Manager is a supervisory position responsible for leading
the operations, and compliance functions for SBA, and USDA loan guaranteed
lending programs. This role ensures efficient and accurate processing, servicing,
and reporting of these loan types. The ideal candidate is a detail-oriented
leader with deep expertise in government-guaranteed lending programs, risk
management, and regulatory exam readiness.
Essential Duties and Responsibilities (Other
duties may be assigned.)
* Compliance &
Regulatory Management
o Ensure full
compliance with current SBA SOP, USDA program requirements, FDIC regulations,
and State Chartered Bank policies.
o Maintain audit
readiness for SBA, USDA, FDIC, and internal reviews, preparing and presenting
supporting documentation.
o Oversee SBA 1502
remittances and USDA reporting, ensuring accuracy and timeliness.
* Loan Operations
Oversight
o Manage loan
bookings and onboarding, all post-closing operational functions for SBA and
USDA loans including reviewing loan documentation, payment of guaranteed fees,
post-closing E-Tran review and submissions, USDA OneRD system transactions,
funding, servicing ticklers, and keying loan modifications.
o Adds new loans to
the bank's core system.
o Ensure loan
grades are accurately recorded and maintained.
o Coordinate with
underwriting, loan officers, portfolio managers, attorneys, and title companies
to ensure accurate and timely servicing of the loan portfolio including lien
perfection.
o Verification of
all collateral documentation in file, obtaining necessary collateral
information not in file.
o Verification of
lending limit authority or committee approval.
o Processing
payments and payoffs.
o Implement strong
internal controls for insurance tracking and collateral monitoring.
o Assist in the
loan selling process including recording.
* Portfolio
Re-Amortization Management
o Oversee the
re-amortization of SBA loan portfolio to ensure correct regulations of
payments, interest schedules, and compliance with SBA servicing requirements.
o Implement
consistent re-amortization procedures for modifications, deferments, and
restructuring requests.
o Collaborate with
credit and finance teams to ensure all adjustments are documented and
auditable.* Leadership &
Team Development
o Communicates
effectively with bank department managers/officers to ensure smooth workflow
and positive working relationships.
o Lead, coach, and
mentor operations staff; implement cross-training programs to ensure full
coverage across SBA and USDA functions.
o Stays abreast of
system requirements, updates, and opportunities.
* Reporting &
Data Management
o Follow up on
recorded documents with the closing attorney.
o Track and monitor
collateral perfection, collateral substitution, compliance matters, loan
renewals, extensions and modifications with the borrower and attorney.
o Deliver accurate,
actionable weekly and monthly closed loan pipeline, performance, and compliance
reports to senior management.
o Maintain clean,
exam-ready loan documentation and data integrity across SBA and USDA systems.
* Process
Optimization
o Drive process
automation, technology enhancements, and operational improvements for SBA and
USDA programs.
o Standardize
workflows for guaranteed lending operations to increase scalability and reduce
risk.
o Stays abreast of
system requirements, updates, and opportunities.
* Customer &
Partner Service
o Serve as a
subject-matter expert for SBA and USDA lending, supporting internal teams and
providing guidance to borrowers and partners.
o Ensure fast
resolution of escalated loan issues while maintaining exceptional service
standards.
* Bachelor's degree
in finance, business, or related field preferred.
* 8 plus years of
SBA or USDA guaranteed lending operations experience, with supervisory or
leadership responsibilities.
* Deep
understanding of SBA SOPs, USDA B&I regulations, FDIC guidelines, and State
Chartered Bank practices.
* Proficiency in
E-Tran, USDA OneRD, loan servicing systems, and Microsoft One Suite.
* Exceptional
leadership, risk management, and process improvement skills.
