Systems Engineer
Position Summary:
As Systems Engineer, you will be provide full product life cycle systems engineering support for NAVWAR's PMW 160 (tactical networks) in San Diego, CA. This is for future work to be awarded in 2026.
Clearance Required:
- Must be a US citizen with a DoD Top Secret security clearance
Essential Functions and Responsibilities:
- Develop and transition innovative and advanced technical concepts, engineering approaches, and new capabilities.
- Assist with defining and developing long-term technical roadmaps, supporting PMW 160's strategic initiatives, technical artifacts, System Engineering Plan (SEP) formulation, automation, and speed-to-capability advancements across system lifecycles.
- Assist with defining and developing long-term technical roadmaps, supporting PMW 160's strategic initiatives, technical artifacts, System Engineering Plan (SEP) formulation, automation, and speed-to-capability advancements across system lifecycles.
- Support the identification, development, and update of requirements (including program statutory and regulatory documentation) in accordance with requirements management processes.
- Develop operational, system, and technical architecture products for both current and future product releases.
- Support Agile development efforts, including tracking and reporting planning activities and building reporting tools.
- Coordinate the generation of Functional Baseline Configuration (FBC) packages to serve as the POR baseline. The packages shall include all applicable components, the final design, and validation of system installation.
- Develop Human Systems Integration (HSI) roadmaps and execute those roadmaps.
- Work with stakeholders via technical exchanges to maintain and update requirements throughout the lifecycle.
- Create and document Engineering Change Requests (ECRs) and Engineering Problem Reports (EPRs) and their associated resolutions in accordance with PMW 160 processes and applicable system-specific SEPs.
- Ensure engineering artifacts are updated to reflect new or revised capabilities. Examples of these artifacts include, but are not limited to:
- Functional Specification
- Requirements Traceability Matrix (RTM)
- System/Subsystem Design Description (SSDD)
- Interface Control Document (ICD)
- Configuration Item Configuration Document (CICD)
- Software Version Description Document (SVDD)
- Software Deployment Map (SDM)
- Technical Data Package (TDP)
- Assist in the creation of and review of the following types of documents in support of engineering activities:
- Plan of Action and Milestones (POA&M)
- Bill of Materials (software and hardware)
- Engineering cost estimate
- System design document
- Schedules
- Decompose high-level technical requirements into functional definitions and create full system specifications and verifiable objectives.
- Perform trade studies and Analyses of Alternatives (AoA) to support the identification and selection of hardware and software products to implement system requirements.
- Perform technical studies to develop solutions to meet platform-specific requirements, to include Key Performance Parameters (KPPs) requirements.
- Provide the government a system development, integration, and test capability that will support the evaluation of new technologies and provide design prototyping for representative environments.
- Analyze and assess system concepts, functional capabilities, and performance specifications against stated requirements.
Required Education, Skills, and Experience:
- Bachelor's degree in Engineering or related field.
- At least 3 to 10 years of systems engineering experience, depending on position level
- Level 2: Minimum of 3 years' systems engineering experience
- Level 3: Minimum of 7 years' systems engineering experience
- Level 4: Minimum of 10 years' systems engineering experience supporting Navy C4I. Experience with transitioning low Technology Readiness Level (TRL) Information System (IS) technologies (TRL 5 and below) into active and operational DoD C4I systems.
- Experience with Navy afloat networks and systems such as ISNS, ADNS, CANES, CENTRIX-M, etc.
- Experience with Model Based Systems Engineering (MBSE)
- Experience with MS SQL
- Strong analytical skills.
- Excellent written and verbal communication skills.
Physical Demands and Expectations:
- Some travel may be required
- Regular physical activity to include walking, climbing stairs, bending, stooping, reaching, lifting (up to 30 pounds), and standing; occasional prolonged sitting
- Ability to speak, read, hear and write, with or without assistance
- Ability to use phone and computer systems, copier, fax and other office equipment
