What Your Job Will Be Like

We are looking for a highly motivated ES&H Coordinator with a strong background in implementing Environment, Safety, and Health requirements within a complex technical environment.

In this role, you will lead the execution of safety engineering projects and programs, ensuring ES&H performance and compliance while supporting mission success. Your responsibilities will include reviewing high-risk work plans and hazard controls to assess their reliability and effectiveness. This will involve analyzing complex engineering systems, including failure modes, to develop and implement effective risk mitigation plans and strategies. This is fast-paced, dynamic, and autonomous job will require execution of a comprehensive ES&H program at the Kauai Test Facility requiring broad comprehension of ES&H programs.

On any day you may be called to

  • Develop and coordinate emergency drills in collaboration with the Pacific Missile Range Facility (PMRF).
  • Serve as the mission Safety Officer (SO) for KTF Launch Missions, providing qualified support.
  • Evaluate and verify the qualifications and competencies of all visiting personnel conducting activity-level work in support of mission launches.
  • Conduct impact analyses for expanded KTF capabilities planning, including the use of liquid fuels.
  • Collaborate with the PMRF Natural Resources Team to provide rapid response predator control efforts.
  • Offer KTF-specific waste management guidance to enhance site sustainability, minimize waste, and maximize waste diversion efforts.
  • Develop lift plans for associated KTF activities.
  • Perform Competent Person reviews for safety equipment (e.g., fall protection, scaffolding).
  • Develop, implement, and communicate organization-specific ES&H policies, processes, hazard controls, and tools to help staff and management meet performance expectations.
  • Conduct regular facility and work area walk-throughs, inspections, and work planning and control reviews to assess the reliability and effectiveness of risk mitigations.
  • Review high-risk work plans and hazard controls to evaluate their reliability and effectiveness, including analysis of complex engineering systems and failure modes.
  • Develop and implement risk mitigation plans and strategies.
  • Lead or provide key support during ES&H audits and assessments of critical ES&H programs within line organization operations.
  • Collaborate with ES&H professionals from Sandia, PMRF, Navy Region, US Fish and Wildlife, and the State of Hawaii to develop engineered solutions for mitigating risks associated with missile launches.
  • Coordinate with the PMRF Explosive Safety Officer (ESO) and Navy Region for explosive safety assessments and audits, reviewing work plans and hazard controls for reliability and effectiveness.
  • Identify hazards, perform hazard and accident analyses to select appropriate controls, and develop/review safety cases.
  • Assist facilities with annual reviews/updates of operating envelope documentation, including safety evaluations such as Job Safety Analyses (JSAs) and Task Work Documents (TWDs).
  • Conduct technical and program reviews to report the status of schedules and performance to management and customers.
  • Facilitate Inter-Range Working Group meetings between SNL Launch Mission Test Directors, SNL Explosive Safety, and the PMRF Explosive Safety Team.

Due to the nature of the work, the selected applicant must be able to work onsite in Kauai, HI.

Salary Range

*Salary range is estimated, and actual salary will be determined after consideration of the selected candidate's experience and qualifications, and application of any approved geographic salary differential.

Qualifications We Require

  • Bachelor's degree in a technical or Environmental/Industrial Safety/Hygiene or relevant field, plus five (5) years or more years of directly related experience that demonstrates the knowledge, skills, and ability to perform the duties of the job.
  • Experience in the following:
    • Implementation of safety engineering project and programs assuring ES&H performance and compliance while enabling mission success.
    • Work planning & control processes, hazard analysis, and hazard control mitigation methods.
    • Occupational Safety and Health Administration (OSHA), National Fire Protection Association (NFPA), Code of Federal Regulations (CFR), U.S. Department of Energy (DOE), National Environmental Policy Act (NEPA), and other environmental, occupational health, and safety local, state, and federal regulations and requirements.
  • Ability to obtain and maintain DOE Q-level security clearance.
Qualifications We Desire

  • Master's degree as stated above, plus one (1) or more years of experience.
  • Professional certification in a relevant discipline (e.g., Certified Safety Professional, Certified Industrial Hygienist, ENV).
  • Experience in the following:
    • Construction safety.
    • Explosives safety.
    • Maximo and Tririga
  • Working knowledge of 10 CFR 1926
  • Familiarity with our F&I Specifications and outage procedures.
  • Familiarity with the State of Hawaii Environmental Regulations.
  • Excellent communications skills, including both writing and verbal skills.
  • Strong organizational, interpersonal, and communications skills working with a diverse team ranging from skilled laborers to engineers/scientists and executive management.
  • Active DOE Q-level security clearance or DOD equivalent.
About Our Team

Department 04636 provides ES&H coordinator support to Divisions 400, 5000, and 10000. The goal of this organization is to effectively integrate safety into daily operations. Department personnel support and facilitate the implementation of ES&H requirements and processes and assist in the identification and analysis of any hazards, threats and risks which may create an unsafe worksite. We collaborate with ES&H subject matter experts to translate corporate policy requirements into line implementation plans and to formulate engineering and administrative controls to mitigate hazards, threats and risks. The department also supports assurance activities through self-assessments, causal analysis, and performance monitoring. Our approach is positive, proactive, and encompasses the life cycle of operational activities. The end goal is to enable line management to execute mission objectives while balancing the needs for operational excellence.

Security Clearance

Position Information

This Limited Term Employee (LTE) position is a temporary position for one year term, which may be renewed at Sandia's discretion up to a maximum of seven years.

Individuals in LTE positions may bid on regular Sandia positions as internal candidates, and in some cases may be converted to regular career positions during their term if warranted by ongoing operational needs, continuing availability of funds, and satisfactory job performance.
