We are currently searching for an experienced Training Specialist to support our Carolinas Region located in Raleigh, NC.

To be considered for this position, applicants must have, at minimum, Bachelor's degree or equivalent.

The ideal candidate will have in-depth knowledge of and experience with the North Carolina Department of Transportation (NCDOT) Office of Civil Rights' (OCR) On-the-Job (OJT) Training Program and the OJT Supportive Services (OJT/SS) program. The ideal candidate will also possess excellent people skills as well excellent customer service skills. Fluent in Spanish preferred.

What you'll be doing:

  • Serve as the on-project/field representative on behalf of the NCDOT-OCR and coordinate with the NCDOT-OCR/OJT regarding issues and supportive services that are impacting program participants
  • Conduct trainee interviews with the verification format to be provided by the State Program Manager. Trainees are to be interviewed a minimum of three (3) times during the progress of their training for verification of work and identification:
  • Initial Interview: must be conducted within thirty (30) days of entry into the program
  • Interim Interview: Trainees enrolled in programs with durations of 1000 hours or more will receive an interim interview approximately half-way through the training; and
  • Final Interview: Upon graduation, an interview is scheduled to gauge the success of the program from the trainees' perspective
  • Develop a case management plan within the first thirty (30) days of execution of this Agreement to be approved by the State. Case management should include, but not limited to, providing post-graduation assistance to all trainees for on-going counseling and advocacy placement, and must last for a period of twelve (12) months after graduation.
  • Provide supportive services that promote the removal of barriers that interfere with the students' ability to sustain employment, such as, information sharing on resources available through various agencies, e.g. state, county, or non-profit organizations that aid with supportive services, including, but not limited to, transportation, child care and housing;
  • Develop and maintain partnerships with community-based entities, including, but not limited to, community colleges, non-profit organizations, state agencies, colleges, universities, workforce development centers, and contractors who perform on NCDOT Highway Construction projects. Documentation of this task be provided in the monthly progress reports.
  • Provide documentation verifying case management and support services provided for all enrolled highway construction trades academy participants and official completers each training year
  • Submit monthly program progress reports to the State Project Manager in a format approved by NCDOT
  • Other tasks that may be assigned for purposes of providing supportive services, assistance, and case management to individuals who are actively participating in various OJT/SS training and employment programs throughout the State of North Carolina.

What you need to have:

  • Bachelor's degree or equivalent
  • Previous On-The-Job Training/Supportive Services (OJT/SS) experience
  • Will require travel and virtual meeting capabilities to meet with program participants/trainees/completers, contractors, academy host entities, NCDOT personnel, and other stakeholders and to visit project sites
  • Ability to pass a pre-employment drug screening to ensure a safe and productive work environment. Volkert adheres to federal guidelines, which may include testing for substances such as marijuana. Please note that federal regulations may differ from state-specific guidelines
  • If applicable to the position, a post offer fit for duty evaluation to ensure the individual can safely perform the essential functions of the role
  • Valid driver's license
  • A satisfactory motor vehicle report (MVR)
